Title:
Program Analyst-Journeyman

Job Summary:
KBR is seeking a Program Analyst-Journeyman to join our team to provide program management (PM) services for the Program Manager, Air (PMA) 265 Finland IPT in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, Support Equipment (SE), transportation, and training/trainer efforts in Lexington Park, MD. Applicant must be a flexible self-starter and have the ability to work autonomously.

Roles and Responsibilities:
  • Provide programmatic services for the Program Management Activity (PMA)-265 Finland Integrated Product Team (IPT) in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, support equipment (SE), transportation and training/trainer efforts. Develop, review, and analyze required Foreign Military Sales (FMS) case documentation and supporting data to include acquisition data in accordance with applicable Department of Defense (DoD) directives.
  • Prepare formal letters, informal memoranda, presentations, point papers, and general correspondence.
  • Maintain organized files of all program documentation and track all action items and taskers.
  • Coordinate, support, attend and participate in program management reviews, meetings, briefings and other significant program activities and events to perform analysis in support of the PMA-265 Finland IPT.
  • Identify and analyze issues, record action items, recommend preferred courses of action to resolve action items, and prepare draft minutes from the meeting.
  • Supports technology transfer activities by developing required documentation, applying appropriate DoD markings, and routing packages for foreign disclosure release reviews.
  • Provide administrative and program support for visit travel requests and country clearances.


Basic Qualifications:
  • Clearance & Citizenship: Must be a US citizen with the ability to obtain and maintain a DoD secret security clearance.
  • Education & Substitutions: Bachelor's degree. Additional experience is accepted in lieu of a college degree (+2 years for those with associates, or +4 years for those with a high school diploma).
  • Years of Experience: At least three (3) years of experience in program management, technical or business analysis discipline; and included in the three (3) years of experience there must be at least two (2) years professional experience in technical efforts supporting major weapon systems and/or components development with specific knowledge of FMS and Defense Security Assistance Programs. Experience with program/project status reporting and schedules. Familiarity with SECNAV, OPNAV and OSD policy and documentation related to PPBS, LCM of military acquisition programs (as specified in the DoD 5000 series).
  • Technical Knowledge: FMS and Defense Security Assistance Programs, familiarity with SECNAV, OPNAV, and OSD forms related to Procurement Requests, Work Requests, Requisitions, and Contract Data Requirements List.


Preferred Qualifications:
  • NAVAIR security/ technical transfer and foreign disclosure policies is desired.
  • Experience with the Microsoft Office productivity suite, specifically PowerPoint, Excel, and Word, is desired.


Work Location: Onsite / Hybrid

Compensation: $83,930.00 - $125,840.00. The salary range posted is for Maryland locations. The offered rate will be based on contract affordability, the selected candidate's knowledge, skills, abilities, and/or experience, and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
