Job SummaryProgram Analyst, Informatics Senior-Level, Operational Informatics Pipeline (OIP)Job Summary:Aptive seeks a Program Analyst, Informatics Senior-Level to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will plan, analyze, and evaluate the effectiveness of OCI interoperability programs and operations, and turn what you find into recommendations that improve how Veteran health information is exchanged and used. The role supports the Interoperability specialty area, including Veterans Health Information Exchange (VHIE) operations, exchange partner management, and VA commitments under the Veteran Interoperability Pledge and the Elizabeth Dole Act. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside interoperability specialists, terminologists, and VA Business Owners.
Primary Responsibilities- Program Analysis and Evaluation. Plan, analyze, and evaluate the effectiveness of OCI interoperability programs and operations, such as VHIE, exchange partner management, and terminology services.
- Data-Driven Assessment. Use source data and qualitative and quantitative methods to assess program performance, such as exchange volume and quality, ticket resolution, and partner onboarding throughput.
- Program Status and Performance Reporting. Synthesize data into program status, performance metrics, and trends, including recurring health data exchange reports.
- Outcome Measurement. Support VHIE evaluation and outcome-oriented measures, including progress reporting related to the Elizabeth Dole Act and the Veteran Interoperability Pledge.
- Process Improvement Recommendations. Identify opportunities to improve business processes, such as exchange issue escalation, ticket management, and partner onboarding, and recommend changes.
- Risk Identification and Mitigation. Identify, document, and track program risks and issues; develop and refine mitigation strategies; maintain risk registers.
- Roadmap and Estimation Support. Support three-PI roadmap updates and document the level of effort and labor categories needed for Features selected in PI Planning.
- Value Measurement. Help define business value measures in Epic hypothesis statements and Feature acceptance criteria, and track baselines and results across each Planning Interval (PI).
- Agile Team Participation. Apply SAFe Lean-Agile principles as a member of agile teams; participate in PI Planning, backlog refinement, iteration ceremonies, and system demos.
- Governance Contributions. Contribute inputs to the OIP governance charter, SAFe alignment plan, and compliance documentation.
- Executive Communication. Prepare briefings, decision papers, and reports that convey status, recommendations, and risks to stakeholders at all levels.
Minimum Qualifications- Bachelor's degree required.
- Minimum of 10 years of professional experience in program analysis, data analysis, or informatics.
- Relevant clinical informatics experience in a VA health care setting.
- Demonstrated ability to plan, analyze, and evaluate operating programs using source data and qualitative and quantitative methods.
- Experience identifying and mitigating program risks.
- Experience with, and demonstrated understanding of, SAFe Lean-Agile principles and practices.
- Experience presenting status, recommendations, and risks to stakeholders at all levels.
- Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
Desired Qualifications- Degree in informatics, health care administration, public health, or a related field.
- Master's degree.
- Current SAFe certification (e.g., SAFe Agilist).
- Experience with health information exchange or interoperability programs.
- Experience with VHIE, JLV, or Federal EHR (Oracle Health) programs.
- Experience building performance dashboards in Power BI, Tableau, or Excel.
- Experience with Jira or Jira Align reporting.
