DutiesHelp
- Act as the senior Process/Project Lead for the Federal Logistics Information Service (FLIS) Portfolio Systems, guiding an integrated team of representatives from DLA, military services, civilian agencies, international partners, and contractors.
- Oversee the planning, coordination, direction, and control of efforts for new Federal Logistics Information Service (FLIS) Portfolio System capabilities and logistics data system initiatives.
- Establish project priorities, coordinate milestone schedules, and ensure they are published and adhered to.
- Manage change management communication and develop training content for the workforce when system changes are implemented.
- Develop and implement a wide range of studies, analyses, and evaluations to assess the potential impacts of new initiatives on the FLIS Portfolio Systems
- Leads and represents both the team and management during all phases of the development process, including planning, design, testing, and deployment reviews.
- Create and provide high-level presentations, briefings, functional descriptions, and other documentation to the logistics community and command staff.

QualificationsTo qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Oversee the planning, coordination, prioritization, and testing of new system capabilities and initiatives.
- Conducts comprehensive analyses and evaluations to assess the impact of new projects and represents the team and management throughout all phases of the project lifecycle, including planning, design, testing, and deployment.
- Manage all change management communication, develop training for the workforce on system implementations, and create high-level presentations and documentation for the logistics community and command staff.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
