Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the professional Work Category at the senior Work Level within the CES Occupational Structure. It is located in the DISA - DBC/DEVELOPMENT AND BUSINESS CENTER.

Duties

Help

  • Evaluate enterprise software requirements, evaluate available and potential future offerings; selecting (after appropriate research and consultation) viable options; and conducting negotiations with software vendors for best value for the government
  • Fosters mission partner involvement and communication plan to vendors and stakeholders.
  • Reviews, tracks and reports all program phases of each initiative to ensure integration and coordination of requirements within established time frames via Integrated Master Schedule.
  • Keep leadership apprised of program status, and potential schedule and budgetary impacts of change management requests.
  • Managing post-award contract administration functions throughout the life of the contract.
  • Develops and maintains records to provide contract support personnel advice for evaluation of contractual performance, including cost adjustments, redirection of effort, and coordination of time extensions.
  • Prepares periodic review and analysis briefings, which compare progress with program/initiative objectives and established milestones. Identifies areas where slippage is occurring.
  • Recommends required corrective action to bring execution in line with established schedules

  • The incumbent must obtain Acquisition certification in the Business - Financial Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience:

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: .Experience performing market research in procurement environment, leading cross functioning groups or, developing procurement/acquisition strategies.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?

  • Critical Acquisition Position: (Typically only used for the Director of Contract Services position) This is a Critical Acquisition Position (CAP). Selectee must be a member of the DoD Acquisition corps, or eligible for Acquisition corps membership at the time of the appointment in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and DoD 5000.52M or have been granted a waiver. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
