Summary

As a Program Analyst (Data Analyst) at the GS-0343-13, you will be part of the Federal Talent Management Center, Office of Personnel Management. If selected, you will lead HR data analytics projects, analyze varied data sets, develop data-driven insights, and support customer agencies through workforce analysis, dashboards, reports, and recommendations

Duties

Help

  • Lead HR data analytics projects, including planning work, setting milestones, tracking progress, and reviewing deliverables for quality and customer requirements.
  • Consult with customer agencies to define data needs, collection methods, specifications, project scope, timelines, and expected outcomes.
  • Analyze quantitative and qualitative workforce data to identify trends, gaps, findings, and recommendations for customer decision-making.
  • Develop reports, dashboards, presentations, data visualizations, and other products that communicate workforce trends and implementation options.
  • Apply statistical tools and software to conduct modeling, forecasting, data validation, and analysis of workforce or human capital information.
  • Support strategic consulting projects by reviewing organizational data, identifying workforce risks or gaps, and contributing to presentations, briefings, and reports.
  • Advise internal teams on analytics approaches, data collection methods, reporting improvements, and use of data to support HR products and services.

Qualifications

For the GS13: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or equivalent, performing all of the following:

  • Planning or coordinating data analytics projects by defining data requirements, milestones, deliverables, timelines, and project scope; And
  • Collecting, reviewing, validating, and analyzing quantitative or qualitative workforce, human resources, organizational, and program data; And
  • Using statistical, spreadsheet, database, business intelligence, and visualization tools to identify trends, gaps, forecasts, and findings from data; And
  • Developing reports, dashboards, presentations, visualizations, and written summaries that explain data findings and recommendations to customers, managers, or stakeholders; And
  • Consulting with customers, program officials, or project teams to clarify data needs, communicate analytical results, and support data-informed decisions.
