Full Job Description
You will serve as a PROGRAM ANALYST in the Navy Petroleum Office Inventory Management Division of NPO FORT BELVOIR. This is a RE-ADVERTISEMENT of Announcement Number: ST-[redacted]-26-SMM. Duties Help • You will serve as Navy Subject Matter Expert (SME) for matters related to the accounting and inventory management of DWWCF fuel and provides technical, operational, and policy support to installation and region level fuels offices ashore and afloat. • You will coordinate short-suspense requests with DoN vessels and DLA Energy to ensure proper approval and disposition of DWWCF cargo fuel prior to offloading fuel to meet ship scheduled maintenance and overall schedules. • You will serve as the Navy SME on DLA Energy systems and business processes by acting as a liaison between Navy and DLA Energy advocating for procedural and business integration changes. • You will coordinate and validate Navy requests for policy waivers, capitalization of fuel ashore and afloat, and retail billing issues. • You will serve as Navy POC, advocate and system implementation lead across the Navy for DLA Energy-sponsored petroleum systems and initiatives by supporting project leaders with technical evaluation, and specification reviews. • You will coordinate with Navy Information Technology SME as necessary. • You will perform other duties as assigned. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a focal point for program management of petroleum systems and fuel accounting/accountability; 2) Utilizing comprehensive knowledge of inventory management policies, procedures, and software applications used for transaction and inventory system processing; 3) Applying skills toward the design, the techniques, terminology in the development of systems requirements to support the automation of processes carrying out the fuel mission; and 4) Applying knowledge of engineer life cycle support concepts, program, polices, procedures, and capabilities to ensure effective petroleum systems program support.
