Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

Duties

Help

  • serve as a capability manager engaged in the planning, preparation, execution, and assessment of capabilities integration, development, and management of the Persistent Cyber Training Event - Operations Group (PCTE-OG).
  • Perform a broad range of analytical assignments and studies in the test, evaluation, and employment of PCTE range operations and training requirements.
  • Conduct functional and operational mission analysis of all associated tasks for the projects.
  • Perform program analyses of issues, and problems concerning missions, functions, or resource programming and develop comprehensive recommendations to management for resolution.
  • Provide technical guidance, advisory support, and assistance on projects and/or major phases for broad and varied operations.
  • Attend conferences, meetings, and working groups, gathering and providing information as necessary to government and non-government agencies to integrate actions, projects and activities.
  • Evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses.
  • Collaborate with military and civilian personnel on technical and administrative matters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three-year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position This position is covered by the Alcohol and Drug Abuse Prevention Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Emergency/Mission Essential Employees" per DoD 1400.25-M. Positions must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations.

Specialized experience would be demonstrated by 1. evaluating program effectiveness of existing and future range and training operation requirements for mission accomplishment; 2. managing program funding requirements for existing and future program capabilities; 3. provide technical guidance on program/project performance to relevant stakeholders.
