Summary

About the Position: Reviews, analyzes, and provides oversight of financial management documents and directives from higher echelons to implement Department of War (DoW), Department of the Army (DA), and United States Southern Command (USSOUTHCOM) Humanitarian Assistance (HA) and Humanitarian Mine Action (HMA) operations, activities, and investments (OAI).

Duties

Help

  • Conducts comprehensive evaluations of Humanitarian Assistance (HA) and Humanitarian Mine Action (HMA) initiatives to measure program efficiency and strategic alignment.
  • Reviews, tracks, and provides expert oversight of financial management documents and investments funded under the OHDACA appropriation.
  • Develops and implements internal control systems to ensure the proper execution, management, and safeguarding of HA and HMA funds.
  • Identifies, assesses, and mitigates financial and operational risks across the project life-cycle to ensure compliance with federal policies.
  • Serves as the principal advisor on HA and HMA program training and assessments, providing authoritative guidance to program managers.
  • Prepares and delivers high-level briefs and reports to senior leadership regarding project status, funding, and security assistance goals.
  • Monitors and manages the complete project life-cycle of humanitarian initiatives to ensure milestones and performance standards are met.
  • Coordinates with interagency partners and international stakeholders to align humanitarian efforts and maximize project impact.
  • Interprets and applies laws, federal appropriations processes, and defense directives governing OHDACA funding.

  • Position requires a Security Clearance at the TOP SECRET/Special Sensitive Level as the incumbent will be required to access, process, use, and safeguard classified National Defense information.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes applying analytical and evaluative methods to improve the efficiency and effectiveness of Humanitarian Assistance (HA) and Humanitarian Mine Action (HMA) programs. This includes experience reviewing, analyzing, and providing financial oversight for program plans and investments under the Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) appropriation, developing and implementing internal controls to mitigate risks and manage appropriated funds, and serving as a program advisor by monitoring project life-cycles, conducting training assessments, and briefing senior leadership to ensure strategic security assistance goals are successfully met.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
