Amentum is seeking a skilled professional to serve as the Program Analyst for the Phased-Launch Test Delivery (PLTD) project.  The Program Analyst will support the PLTD Project by conducting analysis of information affecting budgets, expenses, and other financial projects. The overall responsibilities of this role includes processing, compiling, organizing, researching, and analyzing business information as well as tracking results, analyzing trends, and identifying variances.  The role ensures accurate financial, budgetary/cost control records, and reports. 

The PLTD project/team is a key element of the U.S. Navy’s launch test facilities Research and Development (R&D) program.  This R&D program is a top priority for our nation and supports both U.S. Navy Submarine and Surface Ship weapons system capability testing.

Key Responsibilities:

  • Manage and maintain Program/Project financial controls.
  • Create and analyze monthly, quarterly, and annual reports, providing analytical review of information in clear/concise format as needed, as well as proactively identifying action plans to optimize performance and mitigate risk.
  • Assist in developing the annual budget and long-range plan.
  • Assist other members of team in the budgeting, forecasting, pricing and product strategy processes.
  • Perform financial record keeping and accounting practices.
  • Manage financial aspects of subcontracts and interwork agreements (IWA) (i.e., process invoices, complete funding documents, and monitor budgets).
  • Review financial documentation for accuracy.
  • Process Prime contract invoices.
  • Process subcontract invoices.
  • Work with the PM to resolve various project-related issues that may arise over the course of a project.
  • Perform ad hoc financial analysis when required by the PM or government customer.
  • Other duties required to support the PLTD program/project.

Required Qualifications:

  • Bachelor’s degree in business management, accounting, program management, economics or closely related field.
  • Extensive knowledge of FAR, dFARs, and other contractual/regulatory requirements.
  • At least (6) years of contracting, financial, and/or accounting experience.
  • Excellent verbal and written communication skills.

Preferred Qualifications:

  • Experience in Defense contracting or Defense financial management. 
  • Current DoD Secret (or Higher) security clearance.
  • Experience with Amentum processes/procedures.
  • Familiarity with Costpoint accounting software.

Security & Clearance:

  • Ability to obtain and maintain a U.S government security clearance. Note:  US Citizenship is required to obtain a U.S government security clearance.

Work Environment:

  • This position is based in Houston, TX.  Expected travel is less than 10% and is typically planned well in advance.  This role involves supporting federal customers and contracting partners across the U.S.  

Compensation Details:

$100,000.00-130,000.00
