Duties

Help

  • Serves as the Office of Primary Responsibility (OPR) for all matters related to identification, prioritization, and risk management of world-wide DLA Defense Critical Infrastructure (DCI).
  • Supports the DLA Director by identifying, analyzing, and addressing strategic logistics issues impacting mission execution and contributes to broader DoW logistics-related analysis.
  • Integrates DCI activities into the Mission Assurance Construct, serving as a Mission Assurance Related Program or Activity representative, supporting the DLA Mission Assurance Working Group in the development and maintenance of the DLA DCI Plan.
  • Senior Program Analyst supporting DLA's participation in DoW and interagency critical infrastructure planning exercises, collecting and analyzing exercise data to inform improvements to DCI Construct and operational readiness.
  • Serves as a Contract Officer Representative, developing Performance Work Statements, preparing contract funding documents, and coordinating with Industrial Security personnel to ensure compliance and accuracy.
  • Supports DLA's Critical Infrastructure Assurance planning by identifying and prioritizing Mission Essential Tasks to assess and document critical assets and infrastructure dependencies.
  • Work with Combatant Commands, Joint Staff, Office of the Assistant Secretary of Defense for Defense Continuity and Mission Assurance, Component DCI OPR, and Subordinate Commands to maintain Baseline Elements of Information data for critical assets.

  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.
  • This position and any future selections from this announcement may be used to fill various shifts located within DLA Logistics Operations in Fort Belvoir, VA.


Qualifications

To qualify for a Program Analysis Officer (DCI), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Detailed work with Defense Critical Infrastructure (DCI) policies, programs, practices, techniques, guidelines, and procedures.
  • Working within contingency planning risk management.
  • Leading qualitative and quantitative methods to evaluate and improve program effectiveness to establish agency wide policies.
  • Working within contingency planning operations with interrelationships with Office of Secretary of Defense, Joint Chiefs of Staff, Commands, other federal agencies, and military services.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
