Summary

This position is part of the Arctic Energy Office, Department of Energy. As a Program Advisor, you will serve as a principal advisor and senior business development lead within the Arctic Energy Office, focusing on advancing the Department's domestic energy priorities in Alaska and

the broader Arctic region.

Duties

Help

The Arctic Energy Office office works to identify, promote, and mobilize resources for the rapid deployment of critical energy projects in the Arctic. These projects, often at advanced Technology Readiness Levels, are intended to provide reliable, affordable, and secure energy to benefit Alaskans, national security installations, the continental U.S., and international partners.

As a Program Advisor at the GS-14 level, you will:

  • Identifies, develops, and advances major energy project opportunities that support energy reliability, affordability, security, and Departmental priorities.
  • Analyzes complex program, policy, legislative, and regulatory issues to develop strategies, options, and recommendations for senior leadership.
  • Develops strategic partnerships with government, Tribal, utility, industry, and other stakeholders to advance significant energy initiatives and resolve competing interests.
  • Represents senior leadership in interagency and external activities and communicates and defends Departmental positions and recommendations.
  • Advises senior leadership on significant Arctic energy issues and coordinates programs and projects across organizations to support a unified strategy.
  • Develops written analyses, recommendations, briefings, and other decision-support materials on significant program and policy matters.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as Critical Sensitive and requires a security clearance at the Q. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Agreement.
  • Occasional travel may be required.

BASIC REQUIREMENT:

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Identifying and evaluating energy, infrastructure, or other complex project opportunities related to Arctic energy;
  2. Analyzing program or policy issues and developing strategies or recommendations for management; AND
  3. Coordinating with government, industry, community, or other external stakeholders to advance projects or organizational initiatives.


GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Identifying, evaluating, or advancing energy, infrastructure, or other complex project opportunities related to Arctic energy;
  2. Analyzing program, policy, legislative, or regulatory issues and developing strategies or recommendations for management; AND
  3. Coordinating relationships with government, industry, community, or other external stakeholders to advance projects or organizational initiatives.


Education cannot be substituted for experience at the GS-13 or GS-14 levels.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
