Full Job Description
Duties Description Under the direction of the Director of the Environmental Services Bureau, the Professional Engineer is responsible for assisting with oversight and management of environmental compliance activities for Thruway Authority projects, operations, maintenance activities, and facilities; environmental training for Authority staff; environmental technical support and development of guidance for Authority programs and staff, including support and coordination for the Division Environmental Specialists; and supporting the Authority's Strategic Goals for Environmental Stewardship.
• Supports environmental regulatory compliance for the Authority's projects, operations, and maintenance activities.
• Oversees and tracks environmental compliance for all Authority facilities requiring environmental regulatory permits or registrations, e.g., State Pollutant Discharge Elimination System (SPDES) permits, Petroleum Bulk Storage registrations, air registrations/permits, and assists the Division staff in applying for and/or renewing permits.
• Assists Division staff in addressing petroleum spills on Authority property, including assistance with obtaining remediation contractor services, evaluation of remedial plans, oversight of plan implementation, and coordination with NYS Department of Environmental Conservation for spill guidance and closure.
• Supports the management of new and ongoing remediation activities at the Authority's Service Areas, including review of reimbursement requests to ensure appropriate payment to contractors and Service Area operators in compliance with applicable contractual agreements.
• Provides technical assistance to the Divisions for the use of regulated pesticides in their vegetation management programs.
• Provides technical assistance for the evaluation of existing water and wastewater treatment systems at Authority-owned facilities.
• Reviews design and contract documents to provide environmental engineering recommendations and help ensure that projects are developed and implemented in full compliance with regulatory requirements, including the National Environmental Policy Act and State Environmental Quality Review Act.
• Serves as the Stormwater Program Coordinator to oversee the development, implementation, and enforcement of the Authority's Stormwater Management Program and ensure compliance with the current SPDES Municipal Separate Storm Sewer Systems (MS4) Permit.
• Oversight of the inspection of the Authority's MS4 regulated monitoring locations, including direction of internal and consultant staff performing inspections, the review and acceptance of monitoring reports, and coordinating with the Divisions to address deficiencies.
• Coordination with Division staff to ensure that Authority facilities comply with the Pollution Prevention and Good Housekeeping requirements of the MS4 permit.
• Review and maintenance of Geographic Information System data, as necessary, to ensure that Mapping requirements of the current MS4 permit are met.
• Supports the Authority's Strategic Goals for Environmental Stewardship and serves as a technical resource for other program areas within the Authority.
• Represents the Authority in interagency meetings, workgroups, taskforces, and forums.
• Assists the Legal Department by providing technical expertise and/or environmental analysis for litigation, Freedom of Information Law requests and other legal matters.
• Participates in special projects or initiatives, as assigned, to support improved environmental compliance and enhancement of the environment.
• Represents the Authority in interactions with consultants and State and Federal agencies in matters relating to environmental regulatory compliance and environmental permitting.
• Assists with the development of manuals, guidance, and training to help Authority staff understand environmental regulatory requirements and to help them implement sound environmental procedures and practices.
• Assists the Department of Media and Public Relations with requests for environmental data or analysis.

Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service to a Professional Engineer Grade 23 or above and eligible for transfer under Section?70.1* of the NYS Civil Service Law.

2. GENERAL PUBLIC NY HELPS MINIMUM QUALIFICATIONS:
A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below; or a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $105,392 up to Job Rate $123,208.
