Position DescriptionThe City of Fresno is seeking a dynamic and motivated Procurement Supervisor to lead a high-performing team and oversee complex, Citywide purchasing operations. Duties may include but are not limited to the following:
• Supervise, coordinate, and evaluate procurement staff.
• Oversee procurement goals, policies, and priorities.
• Manage purchase orders, requisitions, bids, and contracts.
• Prepare and review bid specifications and RFPs.
• Conduct bid conferences, openings, and vendor evaluations.
• Ensure compliance with laws, policies, and City requirements.
• Support departments with procurement guidance and information.
• Maintain vendor relations and monitor market conditions.
• Assist with budget preparation and procedure updates.
• Performs related duties as required.

One (1) vacancy exists in the General Services Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
The RequirementsApplicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list:
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, or closely related field;
AND
Three (3) years of experience independently performing procurement and bidding activities of/for supplies, equipment and services which includes, or is supplemented by, one (1) year of lead or supervisory work experience. Lead experience is defined to include assigning, reviewing and coordinating work of subordinate staff.
Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Additional RequirementsThe selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
Possession of a valid California Driver's License required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
The Selection ProcessThe examination process may consist of the following:
Application review - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
Oral Examination - 100%: A panel of subject matter experts will evaluate a candidate's knowledge of principles, practices and legal requirements of procurement, competitive bidding procedures, insurance and bonding requirements, current market conditions and marketing practices; ability to supervise, train and evaluate professional and technical personnel, analyze complex problem, exercise sound independent judgement within general policy guidelines and establish and maintain effective working relationships or other topics related to a candidate's training, experience and qualifications for the position of Procurement Supervisor.
Candidates must achieve a passing score to qualify for the eligible list.
The Oral Examination is tentatively scheduled for the week of October 12th, 2026.
Veteran's PreferenceIf an examination is conducted for a position within the classified service, qualified veterans who pass the examination will have five (5) points added to their final score. Candidates must submit a copy of their DD214 Member 4 form or electronic copy indicating honorable discharge with each application prior to the filing deadline.
