Job Summary

JointheMinnesotaDepartmentofHealth's(MDH)FinancialManagementDivisioninaposition to supervise two financial operations units that conduct activities related to coordinating and executing centralized agency purchasing and procurement of goods and services, including: performing, supervising and ensuring agency purchasing activities are accomplished according to statewide statutes and Authority for Local Purchase polices and requirements (PurchasingUnit);and all business and travel expenses are reviewed and reimbursed (TravelUnit). (This position does not oversee the development and compliance review of grants and professional/technical contracts.)

Working as a Procurement Supervisor within our Financial Management team, you will:
  • ServeasbusinessleadfortheStatewideIntegratedFinancialTools(SWIFT) procurement module and requisition system.
  • ActastheliaisontotheDepartmentofAdministrationandMinnesotaManagement and Budget (MMB) on issues related to procurement.
  • Ensurethatthedepartmenthasstronginternalcontrolsandcomplieswiththe requirements of state statutes, MMB and the Department of Administration.
  • Executecontractualagreementsrelatedtoacquisitionsonbehalfoftheagency through delegated authority from Commissioner.
  • Manage agency policies and procedures pertaining to statewide travel policies, the payment for and reimbursement of special expenses, and employee business expenses.
  • Oversee the administration of the agency purchasing card policy for the agency.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Minimum Qualifications

Four (4) years of procurement leadership experience working in state government that includes governmental reporting and internal control requirements over procurement operations. This experience will also include all of the following:
  • Using Minnesota's procurement laws, policies, and guidance, and working with the Department of Administration's Office of State Procurement and/or the Office of Equity in Procurement, including their statewide purchasing and contracting requirements.
  • Proficient in using SWIFT modules related to procurement.
  • Familiarity with state business expense reimbursement processes.
  • Experience supervising or providing lead-worker direction in financial management, procurement, or business expense reimbursement activities.
  • Strong leadership skills, including the ability to manage, guide and communicate with staff and partners at all levels.

A related degree will substitute for experience as follows: Doctorate degree may substitute for two years of experience; master's degreemay substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate degree maysubstitute for six months of experience.

  • Five years of experience supervising or leading work in financial management, procurement, or business expense reimburse.
  • Experience approving commodity purchases and service contracts up to $50,000, including holding $50,000 Authority for Local Purchase (ALP) authorization.
  • Experience delivering training or professional development to individuals and groups on procurement processes and practices.
  • Experience creating or analyzing utilization reports to evaluate how resources are used and applying those insights to improve inclusion within agency-wide procurement activities.
  • Experience helping to improve work processes and putting continuous improvement efforts into action.
