Job Description

The Policy Group of the Procurement Division has an opening for a Procurement Policy Analyst. The Policy Group develops policies and provides oversight in support of approximately $1 billion in annual procurement spend at LLNL. Procurement Policy Analysts provide advice and guidance to contracting officials, research and interpret statutes, regulations and prime contract requirements to apply to procurement policies and specific procurements. Procurement Policy Analysts also conduct compliance reviews, develop and manage procurement document templates, and serve as subject matter experts for wide range of procurements, including commercial products and services, construction, information technology, research and development, and custom fabrications, to name a few. Procurement Policy Analysts are part of a team that manages key components of the Laboratory's purchasing system. This position will report to the Policy Group Leader.

You will
  • Apply, interpret, and lead the implementation of procurement policies and procedures. Serve as a senior advisor providing authoritative guidance to contracting officials on procurement policies and procedures.
  • Independently research and interpret complex and evolving federal procurement statutes and regulations, and the Lab's prime contract to develop procurement policies and procedures.
  • Lead and perform internal compliance reviews; drive and coordinate institutional responses to external reviews and audits (e.g., CPSRs, GAO, SBA, DCAA), including development of corrective actions with Laboratory-wide impact.
  • Develop and manage procurement document templates including, for example: standard purchase orders, subcontracts and agreements, terms and conditions, solicitations, acquisition plans, source selection memos, and correspondence.
  • Advise contracting officials when negotiating non-standard terms and conditions.
  • Lead cross-functional collaboration with organizations such as OGC to resolve complex or ambiguous regulatory issues and ensure effective implementation of requirements across the Laboratory.
  • Support training and development initiatives.
  • Function as a project leader and/or serve as a mentor to contracting officials in the performance of assigned duties and responsibilities.
  • Independently evaluate and provide recommendations on unauthorized procurements, advising senior management on risk, compliance, and ratification decisions.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's or advanced degree in Business Administration, Law, Public Administration or related field, or equivalent combination of education and related experience.
  • Extensive experience with awarding and administering high dollar value or complex procurement contracts, particularly those requiring application of the Federal Acquisition Regulations (FAR), DOE Acquisition Regulations (DEAR), or U.S. government approved purchasing system policies.
  • Extensive experience independently leading and supporting negotiations of complex terms and conditions with external vendors, including non-standard or high-risk provisions.
  • Extensive knowledge and use of theories, practices, procurement techniques and methods described in the FAR, DEAR (including DEAR Subpart 970 - DOE Management and Operation Contracts), as well as techniques and methods used by commercial businesses.
  • Expert-level writing skills in drafting contract language, procurement policies, and official reports, including development of clear, persuasive documentation for complex decisions.
  • Advanced oral communication and interpersonal skills to interact effectively with a diverse team and with a broad range of stakeholders such as government contracting officials, program managers, clients, customers, and external vendors.
  • Proven ability to analyze and solve complex problems, use sound judgment, and recommend appropriate actions and implement solutions.
  • Experience or demonstrated ability with participating in procurement board reviews and performing internal quality reviews of procurement files including providing recommendations that influence procurement decisions and policy direction
  • Experience or demonstrated ability to effectively organize and manage a diverse and varied workload, including ability to work independently toward goals and objectives.
  • Experience or demonstrated ability to lead and/or mentor contracting officials on procurement regulations and policies.
  • Recognized subject matter expertise in procurement regulations and policies, with demonstrated impact on organizational practices or outcomes.

Pay Range

$137,910 - $168,852 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
