This position offers a salary range of $76,608 - $109,422 with potential for advancement up to $120,814 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $109,422.
POSITION DUTIESWe are seeking an accomplished and highly motivated Procurement Officer II to serve as the lead procurement authority for the OAG. In this role, the Procurement Officer II oversees, manages, and executes the full lifecycle of agency procurements, ranging from goods and equipment to complex service contracts, information technology acquisitions, and specialized professional services.
The Procurement Officer functions as the OAG's primary subject matter expert on State procurement, ensuring that all purchasing activities strictly comply with Maryland State laws, regulations, COMAR requirements, and established best practices. This position plays a critical role in safeguarding the integrity, transparency, and efficiency of the agency's procurement operations. This role sits within the Fiscal and Support Services division and reports to the Director of Budget, Fiscal, and Support Services.
The ideal candidate brings exceptional judgment, meticulous attention to detail, and deep expertise in Maryland State procurement policies, procedures, and regulatory frameworks. Success in this role requires strong analytical skills, the ability to manage multiple concurrent procurements, and the confidence to advise leadership and program staff on procurement strategy, risk mitigation, and compliance.
Key Responsibilities:
The Procurement Officer II will perform the following duties under general supervision:
• Research and develop contract specifications for a wide range of goods and services.
• Develop and prepare written procurement determinations for all procurements in accordance with COMAR requirements.
• Develop and prepare solicitations, including Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other procurement vehicles.
• Conduct public bid openings and evaluate bids for responsiveness and responsibility.
• Oversee and authorize invoice payments, ensuring accuracy and compliance with contract terms.
• Provide procurement technical interpretation, instruction, training, guidance, and assistance to agency staff in accordance with State laws and regulations.
• Prepare quarterly and annual reports for SBR, PPN, MBE and VSBE.
• Attend State procurement training and meetings.
• Purchase supplies and equipment.
• Create Blanket Purchase Orders, Purchase Orders and Change Orders in FMIS.
• Establish proper agency procedures, policies, and processes to ensure a premier procurement program and practice at the OAG.
MINIMUM QUALIFICATIONSSeven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
2. Candidates for Option 1 positions may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
3. Candidates for Option 2 positions may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONSPreferred Qualifications:
• At least two years of experience performing State of Maryland procurement work, including preparing procurement determinations compliant with COMAR Title 21.
• Experience developing and managing solicitations such as IFBs, RFPs, and other formal procurement documents.
• Experience conducting public bid openings and evaluating bids for responsiveness and responsibility.
• Handson experience using FMIS to create Purchase Orders, Blanket Purchase Orders, and Change Orders.
• Demonstrated experience preparing required State procurement reports such as SBR, MBE, VSBE, and PPN submissions.
LICENSES, REGISTRATIONS AND CERTIFICATIONS1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
