Full Job Description
At PavCo, we are looking for an experienced Procurement Manager to lead a high-performing procurement team and oversee strategic sourcing initiatives that support some of our organization's most important operational and construction projects. This is a unique opportunity to combine leadership, public-sector procurement expertise, and hands-on involvement in complex procurements that directly impact our business, partners, and communities.

Reporting into Senior Manager, Procurement, you will play a pivotal role in delivering fair, transparent, and compliant procurement processes while helping internal clients navigate complex purchasing decisions.

You'll have the opportunity to coach and develop a high-performing team while leading complex procurement initiatives from strategy through award. Success in this role requires strong public-sector procurement expertise and hands-on experience managing RFx opportunities through BC Bid.

What You'll Do

As Procurement Manager, you will lead the delivery of complex procurement initiatives while ensuring compliance with corporate policy and British Columbia public-sector procurement standards. You will:
  • Lead strategic construction, operational, and service procurements from planning through contract award.
  • Develop sourcing strategies and oversee competitive bid processes, including RFx development, evaluation governance, negotiations, and award recommendations.
  • Provide expert advice to business leaders on procurement approaches, contracting strategies, risk management, and policy interpretation.
  • Partner with stakeholders to develop procurement plans, define requirements, and support contract approvals.
  • Lead supplier negotiations to achieve strong commercial outcomes while balancing risk, fairness, and transparency.
  • Manage and mentor a small procurement team, providing day-to-day leadership, coaching, and professional development.
  • Ensure procurement documentation, recommendations, and processes meet legislative, policy, and audit requirements.
  • Collaborate with Finance, Legal, Facilities, IT, and other departments on complex and high-profile sourcing initiatives.
  • Serve as a trusted escalation point for procurement-related issues and stakeholder concerns.
  • Monitor supplier performance, market trends, and emerging procurement practices.
  • Drive continuous improvement by enhancing procurement processes, tools, templates, and service delivery models.
  • Champion ethical procurement practices, social procurement objectives, and sustainable sourcing initiatives.


What You'll Bring

You are a procurement professional who combines technical expertise with strong leadership and relationship-building skills. You know how to navigate complex regulatory environments while delivering practical business solutions.
  • A degree in Business Administration or a related discipline.
  • An SCMP designation, or an equivalent combination of education and experience.
  • 5-7 years of progressive procurement experience, including public-sector procurement (BC Bid).
  • Experience leading or supervising a procurement team.
  • Demonstrated success managing complex competitive procurements across construction, goods, and services.
  • Strong knowledge of public-sector procurement legislation, trade agreements, governance frameworks, and RFx methodologies.
  • Experience developing procurement strategies and managing high-value, high-risk sourcing initiatives.
  • Excellent negotiation, communication, and stakeholder management skills.
  • A collaborative leadership style with the ability to influence and build trust across all levels of an organization.
  • Strong judgment, attention to detail, and a commitment to fairness, transparency, and continuous improvement.

The salary range for this position is $ 80,000 - 96,000
  • Offers will be in line with PavCo's internal pay equity and qualified candidate's experience and education.
