Full Job Description
Highly responsible professional and supervisory work in the auditing of procurement activities in the Procurement Department. Conducts and supervises Department-wide operational and technical audits to ensure compliance with Purchasing code, policies, and state/federal laws; identifies opportunities for improving business processes; develops benchmarks and implements performance metrics. May assist Procurement Leadership in the management and facilitation of the complete solicitation processes related to various procurement documents, including but not limited to post-award contract monitoring. Work involves developing action plans to implement process changes and resolutions for audit recommendations to management and staff through direct leadership. Work is performed independently under the general supervision of the Director and is reviewed through conferences, reports, and evaluation of results achieved.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
• A Bachelor's Degree in Public/Business Administration, Management, Business Law, Marketing, Procurement, or related field; minimum of five (5) years of progressively responsible, professional experience in large-scale procurement operations, including two (2) years of supervisory experience,
OR
• A Master's Degree in Public/Business Administration, Management, Business Law, Marketing, Procurement, or related field; minimum of three (3) years of progressively responsible, professional experience in large-scale procurement operations, including two (2) years of supervisory experience,
OR
• An unrelated Bachelor's Degree/related Associate's Degree; minimum of six (6) years of progressively responsible, professional experience in large-scale procurement operations, including two (2) years of supervisory experience,
OR
• Graduation from high school or an equivalent recognized certification; minimum of nine (9) years of progressively responsible, professional experience in large-scale procurement operations, including two (2) years of supervisory experience.
NECESSARY SPECIAL REQUIREMENT
The selected candidate for this position MUST:
• Obtain National Institute of Governmental Purchasing (NIGP) Certified Purchasing Professional (CPP) designation/related within 11 months of hire.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
• NIGP-CPP/similar professional procurement association certification,
• Experience using an Enterprise Resource Planning (ERP) system (must specify on application), and
• Experience using an automated financial system (i.e., Advantage) (must specify on application).
