Description

General Responsiblities
  1. Develop and implement procurement strategies that align with the organization's mission, goals, and budget. This includes identifying procurement needs, developing sourcing strategies, and establishing policies and procedures.
  2. Manage relationships with existing suppliers, evaluate supplier performance, and identify and onboard new suppliers. This may include vendor selection, contract negotiations, and performance monitoring. Obtain conflict of interest documentation and report any potential or perceived conflicts as needed.
  3. Negotiate favorable terms and conditions with suppliers to achieve the best overall value for the Agency and mitigate risk. Coordinate the review, execution, administration, and renewal of vendor contracts in accordance with Agency policies and established approval authority, consulting with legal counsel when appropriate.
  4. Coordinate with appropriate internal and external stakeholders to ensure applicable construction, capital project, and federally funded procurement requirements are identified and addressed, including Davis-Bacon and related requirements when applicable.
  5. Ensure procurement activities comply with applicable federal, state, local, grantor and Agency requirements, including applicable Uniform Guidance procurement standards, funding source requirements, conflict of interest requirements and documentation and record retention standards.
  6. Track key procurement metrics, analyze data to identify areas for improvement, and prepare reports for management.
  7. Coordinate with Development, as appropriate, regarding potential community or corporate engagement opportunities while maintaining the independence and integrity of the procurement and vendor selection process.
  8. Provide guidance and training to staff on procurement policies and procedures.

Essential Funtions:
  1. Lead and administer the Agency's procurement function in accordance with established policies, procedures and applicable funding requirements.
  2. Lead competitive sourcing and vendor selection processes, including requests for quotes or proposals, vendor evaluations, negotiations and required documentation.
  3. Manage the Agency's vendor and procurement contracts within the designated contract management system or repository, including monitoring renewal dates, required documentation and contract status.
  4. Analyze Agency purchasing activity and identify opportunities for cost savings, vendor consolidation, standardization and improved procurement practices.
  5. Provide procurement guidance and support to departments and employees throughout the Agency.
  6. Other duties as assigned within the guidelines of this position.

Requirements

  1. Bachelor's degree in business administration, finance, accounting, supply chain management or a related field, or equivalent experience required.
  2. Three to five years of progressively responsible experience in procurement, purchasing, contract administration, supply chain management or a related field required. Experience in a nonprofit, government funded or highly regulated environment preferred.
  3. Results-driven and creative individual with the ability to work independently in an organized, detail-oriented and efficient manner in a fast-paced environment, manage multiple priorities, meet deadlines, and provide leadership to others.
  4. Proven ability to work effectively, professionally and strategically with individuals from diverse racial, cultural and socioeconomic backgrounds, and to handle confidential information with discretion.
  5. The ability to think strategically and develop long-term procurement plans is essential.
  6. Strong negotiation skills, as well as excellent written and verbal communication skills, with the ability to build and maintain effective relationships with suppliers and internal stakeholders.
  7. Passage of complete background clearance and any other required testing or clearances.
  8. Adhere to the Agency's Code of Ethics and conduct all responsibilities in accordance with the standards outlined in the Employee Handbook.


Salary Description

$94,070/year 35 hours per year
