Qualifications

• Bachelor's degree in Construction Management, Engineering, Business, or related field plus 5 years of relevant experience; or an Associate's degree with 7 years of experience.
• 2 years of Project Management experience preferred, or equivalent demonstrable competencies in a shorter timeline.
• Experience in project management, major construction, estimating, controls, or comparable production environments is required.
• Progressive experience demonstrating increasing responsibility in the PMI PMBOK knowledge areas is essential.
• Preparedness in construction safety, negotiations, cost estimating, contracting, project controls, and risk management is crucial.
• Preferred certification: Project Management Professional (PMP).

Responsibilities

• Lead compliance strategy for procurement related to grants and loans.
• Act as a subject matter expert on federal and state procurement requirements.
• Create governance frameworks, procedures, and compliance standards.
• Collaborate with various departments to embed funding requirements into procurement processes.
• Monitor compliance risks in funded project portfolios.
• Conduct readiness assessments, audits, and reviews for procurement.
• Report on compliance risks, leadership metrics, and mitigation strategies.
• Provide training and guidance on compliance across the organization.
