Full Job Description
Role Purpose
Serve as Procurement's enterprise lead for Grants & Loans compliance activities associated with federally and state funded projects.

Key Responsibilities
• Lead Procurement compliance strategy for grants and loan-funded projects.
• Serve as subject matter expert for BABA, CPA, Davis-Bacon, Uniform Guidance, and agency-specific procurement requirements.
• Develop governance frameworks, procedures, templates, controls, and compliance standards.
• Partner with Grants & Loans, Category Management, Strategic Sourcing, Legal, Engineering, and Operations to ensure funding requirements are embedded into procurement processes.
• Monitor compliance risks across funded project portfolios.
• Lead procurement readiness assessments, audits, and agency reviews.
• Provide leadership reporting, dashboards, risk assessments, and mitigation plans.
• Deliver enterprise-wide training and compliance guidance.

Business Impact
This role provides strategic oversight and governance to ensure Procurement activities remain compliant with funding requirements and protects client's ability to secure and retain federal and state funding.

Qualifications:
Education:
  • Bachelor's degree in Construction Management, Engineering, Business or related field of study with five (5) years qualified experience or, two-year Associate's degree in the same required disciplines with seven (7) years of qualified experience (see below).
Experience:
  • Two (2) years of experience as a PROJECT MANAGER is preferred, OR demonstrated competencies, knowledge and skillset through achieved results in a shorter time line. Qualified experience includes work in project management, major construction field experience, project estimating, project controls, project engineering, and/or comparable internal or external experience in a competitive production environment.
  • Experience must exhibit progressively increasing project management and business acumen and responsibility for most of the PMI PMBOK knowledge areas. 4
  • Demonstrated preparedness for journey level PM knowledge capability in areas of construction safety, negotiations, scope development and control, cost estimating, construction contracting, project controls and reporting, quality control, risk management, etc.
  • Licenses/Certifications: Project Management Professional (PMP) is preferred.
