Procurement & Facilities Manager

On-Site- Waterloo, Ontario

Karis Disability Services is seeking an experienced and strategic Procurement & Facilities Manager to lead and enhance our organization-wide procurement and facilities functions. This role is responsible for driving compliant, cost-effective procurement strategies, overseeing facilities operations across organizational sites, and supporting capital renewal initiatives for properties and vehicles. The successful candidate will play a critical role in ensuring operational efficiency, regulatory compliance, and strong vendor performance while leading and developing a high-performing team.

Key Responsibilities:

Strategic Procurement Leadership & Compliance

  • Develop and implement a comprehensive procurement strategy aligned with organizational goals
  • Ensure compliance with the Broader Public Sector (BPS) Accountability Act, Supply Chain Ontario, and applicable Ontario and Saskatchewan procurement directives
  • Lead major invitational and open competitive procurements
  • Standardize procurement processes across all districts
  • Develop, recommend, and maintain procurement policies and procedures
  • Implement compliance monitoring, reporting, and risk mitigation strategies
  • Support inventory reporting for evaluation and legislative compliance


Facilities Management Leadership

  • Provide strategic oversight for facility operations at all sites, ensuring safety, reliability, and efficiency
  • Oversee facilities-related vendors, contractors, and service providers
  • Develop service level agreements and maintenance programs
  • Ensure regulatory compliance for small drinking water systems, including reporting to the Ministry of Environment, Conservation and Parks
  • Review and support capital plans, facilities projects, and lifecycle asset planning
  • Identify and mitigate facilities-related risks; support business continuity and emergency response
  • Respond to and coordinate resolution of facilities incidents (e.g., HVAC failures, water leaks)
  • Lead vendor performance management, contract negotiations, and supplier evaluations


People Leadership, Training & Development

  • Directly supervise the Procurement Specialist, Property & Facilities Coordinator, and Office Manager
  • Provide coaching, performance management, and professional development support
  • Conduct regular one-on-one meetings, annual performance reviews, and recognition activities
  • Identify training needs and coordinate technical, safety, and compliance training
  • Develop procurement toolkits, resources, and training programs across districts
  • Support district-level Community Facility Specialists
  • Promote collaboration, innovation, and adoption of best practices


Education, Experience and Requirements:

  • Minimum 7 years of progressive procurement experience
  • At least 5 years at a senior or strategic level with demonstrated success in procurement leadership, vendor management, and process improvement
  • Experience within the Broader Public Sector (BPS) is an asset
  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field
  • Procurement or contract management certification preferred
  • Ontario Public Buyer's Association (OPBA) designation considered an asset
  • Occasional overnight travel required
  • Periodic exposure to environmental hazards (e.g., chemicals) related to facilities oversight
