This position is eligible for telework for applicants who reside in Minnesota (or a bordering state within 50 miles of the office location). Employees living within 50 miles of the office location listed above may be required to work in the office at least 50% of the time each month. For those who live more than 50 miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

Job Summary

The Procurement Coordinator manages MNsure's day-to-day purchasing and acquisition activities, serving as the agency's primary resource for state procurement and ensuring all purchases comply with statutory requirements, delegated Authority for Local Purchase (ALP) authority, internal controls, and agency policy. The incumbent manages procurement workflows, conducts solicitations, coordinates vendor relationships, and supports fiscal operations including reconciliation and year-end close.

Key Responsibilities:
  • Lead and execute MNsure's full-cycle procurement operations , including reviewing requests, determining procurement methods, creating purchase orders, and maintaining audit-ready documentation.
  • Conduct solicitations, evaluate vendor responses, recommend awards, and support contract development and routing.
  • Serve as MNsure's primary liaison to vendors and internal partners, ensuring clear communication and effective vendor performance.
  • Maintain and communicate procurement policies, workflows, and training; ensure compliance with statewide and federal requirements.
  • Manage accountable assets and support enterprise asset management and Comprehensive Annual Financial Report (CAFR) reporting.
  • Perform fiscal and cost-benefit analyses; support year-end certification, reconciliation, and special projects.
  • Provide expert consultation to leadership on procurement risks, trends, and improvement opportunities.


Qualifications

Minimum Qualifications

To be considered, applicants must have three (3) years of experience performing procurement or purchasing work in the following areas (a Bachelor's degree may substitute for one year of experience):
  • Reviewing procurement requests for accuracy, approvals, funding, or compliance
  • Conducting solicitations , evaluating vendor responses, or recommending awards
  • Creating and managing purchase orders , encumbrances, or procurement documentation
  • Coordinating vendor interactions , resolving issues, or monitoring performance
  • Applying state procurement laws and policies to purchasing decisions
  • Analyzing procurement needs , specifications, or total cost of acquisition
  • Resolving procurement issues such as shipping discrepancies, invoice disputes, or service concerns
  • Communicating procurement requirements to internal stakeholders

Preferred Qualifications
  • Current ALP certification .
  • Experience with SWIFT, EIOR, statewide contracts, and enterprise asset management.
  • Experience developing procurement policies, workflows, or training.
  • Experience conducting fiscal or cost-benefit analyses.
  • Experience working in a government, healthcare, or regulatory environment.
  • Demonstrated ability to build effective vendor and internal stakeholder relationships.
