Salary Information HL20 - $70,726.00 - $91,743.29 per annum.
Duties and Responsibilities- Provide leadership and oversight for all procurement activities related to the acquisition of goods and services.
- Ensure compliance with the Public Procurement Act and the College's procurement policies, procedures, and legislative reporting requirements.
- Manage the procurement process, including requisitioning, Requests for Quotes (RFQs), tendering, contract development, and contract administration.
- Collaborate with the Director of Finance on the development, implementation, and continuous improvement of procurement policies, procedures, and systems.
- Identify and implement enhancements to procurement processes to support operational efficiency and service delivery.
- Oversee the operations of the College bookstore, including inventory planning, purchasing, stock management, and sales performance.
- Review and approve bookstore purchases, ensuring appropriate inventory levels, costing, pricing, and profit margins.
- Monitor inventory turnover, coordinate inventory counts, and review returns, shrinkage, and obsolete stock reports.
- Ensure adequate inventory is available to meet student and program requirements prior to each academic term.
- Analyze and monitor bookstore sales activity and operational performance to maximize efficiency and return.
- Provide leadership in financial management, budgeting, human resource management, strategic planning, and staff supervision within the Purchasing and Bookstore functions.
- Perform other related duties as required.
Screening Criteria- Degree in Business Administration, Commerce, Supply Chain Management, Public Administration, Finance, or a related field.
- Supply Chain Management Professional designation is an asset.
- Experience interpreting and applying procurement legislation, policies, and procedures.
- Experience managing procurement processes, including tenders, Requests for Quotes (RFQs), Requests for Proposals (RFPs), and contract negotiations.
- Experience using procurement, inventory, and enterprise resource planning (ERP) systems.
- Experience in budget management and financial oversight.
- Experience managing people, projects, resources or operational activities.
- Experience with inventory control, retail operations, or bookstore management would be considered an asset.
- An equivalent combination of education and experience will be considered.
Assessment Criteria- Knowledge of the Public Procurement Act and public-sector procurement best practices.
- Knowledge of contract management.
- Knowledge of inventory management principles.
- Ability to build and maintain effective working relationships with vendors, suppliers, and other stakeholders.
- Ability to analyze financial information and apply sound budgeting, forecasting, and reporting practices.
- Ability to identify process improvements and implement operational efficiencies.
