Full Job Description
The PSM Specialist is a hands-on leader with a primary focus on process safety management, assessing and leading risk mitigation. Other responsibilities include ensuring compliance with air, water, and remediation requirements. Primary responsibilities include:
  • Define, manage, analyze, and improve facility safety, environmental, PSM, and Security management systems in accord with Halocarbons PSM vision and strategy.
  • Provide leadership in assuring that Halocarbon meets all government agencies and requirements related to employee safety, health, environmental compliance, and emergency response.
  • Serve as change agent to stimulate culture changes which drive the company towards minimizing exposures leading to zero injuries, illnesses, or adverse impacts to the environment.
  • Using a risk management approach, initiate engineering, administrative, and PPE controls to meet Halocarbon's EHS vision / values.
  • Role model PSM excellence through participation in and compliance with Halocarbon policies, management systems, procedures, teams, and training.
  • Participate in the on-call rotations and provide afterhours assistance or emergency response.

Duties & Responsibilities

Lead Halocarbon's PSM program to ensure regulatory compliance and the effective identification, assessment, and management of process safety risks. Key responsibilities include:
  • Develop, implement, and maintain EHS and PSM management systems.
  • Partner with process engineers to develop and maintain effective operating procedures.
  • Lead PHAs and ensure process safety information remains accurate and current.
  • Champion design reviews and lead PSSRs.
  • Ensure effective operational training and provide guidance on compliance with applicable RAGAGEP.
  • Conduct PSM compliance audits and promote employee involvement in PSM activities.
  • Lead the MOC and RMP processes.
  • Develop, implement, monitor, and periodically review EHS and PSM leading and lagging indicators.
  • Lead, participate in, and review incident investigations to ensure the root cause is determined and that corrective actions are developed and implemented to prevent recurrence of related exposures.
  • Serve as company expert in flammable liquids handling, HF handling, combustible dust, compressed air safety, and other identified processes. Develop and maintain the management systems for these areas.
  • Lead, document, and coordinate Halocarbon's aspect / exposure / risk profile.
  • Maintain the Halocarbon security vulnerability assessment.
  • Provide training to employees on applicable EHS/PSM topics.
  • Interfacing and acting as the company representative in assigned community organizations, industry organizations, and regulatory audits & inspections.


Requirements

Education and/or Experience
  • Bachelor's degree in chemical engineering, process safety engineering, or combination of PSM-related experience and technical background preferred
  • PE, CSP, or CCPSC certification is a plus
  • Minimum 3-year experience in chemical manufacturing / handling preferred
  • Experience leading or involvement in process hazard analysis is a plus
  • Ability to interpret and apply RAGEGEPs such as SC Fire Code, API, ANSI, NFPA, CCPS, CFRs.
  • A demonstrated track record of and experience in change leadership, risk assessment/risk management, leading EHS/PSM management systems, and maintaining technical competence preferred

  • Must be able to evacuate the plant and report to muster point in the event of an emergency or drill.
  • Must be able to sit and use a computer for extended periods of time.
