Northrop Grumman Space sector is seeking a Principal Supply Chain Business Operations Compliance Specialist to join our team of qualified, diverse individuals at our Linthicum, MD, Charlottesville VA, Rolling Meadows, IL or Annapolis, MD location. The qualified applicant will become part of Mission Systems Office of Small Business Programs (OSBP) and serve as a Small Business Liaison Officer (SBLO) team that interacts with Suppliers, Program Quality Engineers, and Manufacturing Operations on products to meet our customer's mission needs.

Roles and Responsibilities:

Small Business Advocate (SB Advocate)
  • Supports the small business office in preparing compiling, approving, and filing ISPs, ISRs, SF294s, SSRs and SF295 for small business reporting.
  • This position may also assist in reviewing Small Business (SB) Subcontracting Plans and reviewing and advising on Small Business Participation Plans for proposal efforts.
  • Understands, maintains, and disseminates knowledge of small business programs and impact on business base and future growth, through presentations, proposals and other media as required.
  • Supports proposals, programs and subcontracting commitments and opportunity development through facilitation, development, and maintenance of small business relationships, through database searches, through participation in small business outreach events, and through collaboration with the Growth sector.


The SB Advocate performs the following activities:

  • Supports the SBLO in data gathering and analysis for reporting ISRs, SF294s and SSRs into the SAM.GOV system or as directed.
  • Provide and assistance and prepare and maintain reporting documents, files, correspondence, and other appropriate and applicable documents, databases, and corresponding logs.
  • Prepare and assistance with Subcontracting plan preparation, administration, analysis, and reviews of subcontracting goals for the utilization of small businesses in accordance with contract requirements.
  • Assists in monitoring subcontracting performance to achieve overall subcontracting plan goals.
  • Provides assistance with proposal development, including writing, editing, and reviewing small business participation plans.

Basic Qualifications:

  • Bachelors degree and a minimum of 5 years experience in Supply Chain, Procurement, and/or Program GSC experience; Masters degree and a minimum of 3 years experience in Supply Chain, Procurement, and/or Program GSC experience
  • Experience working in SAP or other ERP systems.
  • Ability to travel 10% of the time
  • US Citizenship

Preferred Qualifications:
  • Experience managing suppliers
  • Experience with FAR 52.219 & DFARS as it relates to small business subcontracting.
  • Experience in the use of the SAM.GOV system Experience with development of Subcontracting and Participation Plans Knowledge of small business rules related to small business utilization.
  • Experience using Excel for compilation of semi-annual and other small business reports.


Primary Level Salary Range: $81,400.00 - $134,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
