Duties

Help

  • Serves as an authority when making contractual decisions and procurement policies/procedures and/or recommendations.
  • Manages and oversees professional printing and publishing work and related contracting tasks for the executive, judicial, and legislative branches of the Federal government.
  • Maintains a comprehensive personnel management program which embraces employee relations, recruitment, placement, training.
  • Develops policies and protocols for conducting the work of the team or multiple teams.
  • Uses a sound knowledge of printing work and customer service, the incumbent establishes protocols for handling customer relations and develops performance metrics for the assigned unit.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level (PG-13) or equivalent grade level of federal service to qualify.
  • Selectee must successfully pass pre-employment prior to appointment.
  • U.S. Citizenship is Required.
  • Selectee must have or be able to obtain Federal Acquisition Certification in Contracting (FAC-C) within 3 years.


Qualifications

To qualify for the Printing Officer, PG - 1654 - 14 you must meet the following requirements:

Individual Occupational Requirement (IOR):

Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

Specialized Experience: Examples of qualifying specialized experience include:

  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.


In addition to the above IOR, to qualify for Printing Officer at the PG-14 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-13 grade level in the Federal Service. Specialized experience includes:

  1. Experience leading and coordinating the work of printing specialists and procurement staff to meet customer requirements and achieve organizational objectives.
  2. Implement business strategies for the agency with internal and external customer which may include providing support and guidance on contractual decisions and procurement policies/procedures.
  3. Experience serving as a team lead, senior advisor, or technical expert; providing guidance, training, and mentoring to staff; coordinating work activities; and resolving complex issues to ensure accomplishment of organizational goals.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education in lieu of one year of specialized experience may not be used for this grade level.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation:

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation."
