Summary
The Principal Technology Business Management(TBM) Analyst serves as a leader for technology and transformation financial management, investment governance, and value realization. Establishes and advances the frameworks, processes, and reporting needed to provide financial transparency across Technology Solutions, Digital, Data & Analytics, Artificial Intelligence, Innovation, and enterprise transformation initiatives.
Acts as a strategic partner to executive leadership, Finance, and transformation leaders. Ensures investments align with organizational priorities and deliver measurable business outcomes. Provides enterprise oversight of investment performance, portfolio optimization, benefits realization, and return on investment through standardized governance, value measurement, and executive reporting.
The Principal TBM Analyst develops executive-level insights into the cost, value, and performance of technology and transformation investments, enabling informed decisions, clear accountability, and effective stewardship of organizational resources.

Job Description
Lead the enterprise TBM and IT Financial Management strategy, governance framework, and operating model. Develop methodologies that improve cost transparency, investment accountability, service costing, benchmarking, and value realization. Partner with Finance and Technology leaders to establish sustainable funding, budgeting, forecasting, cost allocation, and cost management practices. Advance chargeback and showback models, financial analytics, and technology cost optimization capabilities.

Establish and lead governance processes for enterprise technology and transformation investments. Define standards, methodologies, decision criteria, and accountability models for evaluating, prioritizing, and monitoring investments. Ensure investments align with organizational strategy, expected outcomes, and measurable value. Facilitate executive governance forums that support strategic investment and portfolio decisions.

Lead enterprise benefits realization and value management programs. Develop methodologies to quantify and validate cost savings, cost avoidance, productivity improvement, capacity creation, revenue enhancement, and strategic value. Partner with Finance to validate financial outcomes and ensure consistency in measurement and reporting. Establish executive scorecards, metrics, and dashboards to monitor investment performance and benefits realization.

Provide enterprise oversight of technology and transformation investment portfolios. Monitor portfolio performance, financial health, risk, strategic alignment, and value realization. Identify opportunities to optimize investment allocation and maximize organizational return. Support annual planning, strategic investment decisions, capital allocation, and long-range financial planning.

Lead financial management capabilities supporting AI, cloud, digital, product, and transformation portfolios. Establish governance for AI financial management, consumption forecasting, token management, AI return on investment, and chargeback models. Advance Cloud FinOps, cloud optimization, consumption governance, and cost transparency. Develop product-based and outcome-based funding models, agile portfolio funding practices, and value stream economics.

Deliver executive-level reporting, dashboards, and actionable insights regarding technology and transformation investments. Translate complex financial and operational information into clear recommendations for executive leadership. Serve as a trusted advisor to senior executives, governance councils, and steering committees on investment decisions, portfolio performance, and value realization.

Partner with leaders across Finance, Technology Solutions, Digital, Data & Analytics, Innovation, Operations, and Value Engineering. Drive alignment among strategic priorities, investment decisions, financial outcomes, and measurable business value. Lead and influence cross-functional teams while fostering accountability, transparency, continuous improvement, and outcome-based decision-making.

Qualifications

Bachelor's degree in finance, accounting, business administration, healthcare administration, information systems, or related field required. Master's degree preferred.

Ten or more years of progressive experience in Technology Business Management, financial management, strategic planning, transformation leadership, portfolio management, consulting, or a related discipline.

Experience leading enterprise governance, investment management, portfolio oversight, or value realization programs. Demonstrated success developing business cases, return on investment methodologies, benefits realization frameworks, and executive reporting. Experience partnering directly with executive leadership on strategic investment and prioritization decisions.

Strong understanding of technology cost structures, cloud economics, digital and AI investments, product funding models, and financial planning processes. Experience developing executive dashboards, performance metrics, and portfolio reporting.

Demonstrated leadership, consulting, communication, and organizational skills.

Preferred experience working in the Healthcare industry. Experience supporting Digital, Data & Analytics, AI, Innovation, Technology Solutions, or enterprise transformation portfolios is a plus.

Experience with Apptio, Power BI, ServiceNow, or comparable portfolio and financial management platforms strongly desired.
