Full Job Description
BlueCross BlueShield of Tennessee is hiring a Principal Technical Recruiter. In this consultative individual contributor role, you'll serve as a trusted advisor to hiring managers and senior leaders, translating market research, competitive intelligence, and compensation data into actionable hiring strategies. You'll be joining a tax-paying not-for-profit organization and your work will directly contribute to our mission - peace of mind through better health.

  • Expertise in technical and engineering hiring, including evolving and competitive talent markets
  • Experience influencing (with or without authority) and building long-term, trust-based partnerships
  • Proven ability in leveraging data to guide decision-making and solve complex hiring challenges
  • Excellent written and verbal communication skills, adaptable to technical, executive, and cross-functional audiences

Job Responsibilties
  • Lead full-life cycle recruitment efforts for highly specialized, technical, business-critical, and hard-to-fill positions, ensuring the successful attraction and selection of top talent.
  • Serve as a strategic talent advisor to business and technology leaders by providing consultation on workforce planning, labor market trends, talent availability, and recruiting strategies.
  • Develop and execute proactive sourcing, talent mapping, and pipeline development strategies to identify and engage high-demand technical talent.
  • Leverage market intelligence, competitive landscape insights, and talent analytics to influence hiring decisions and workforce planning initiatives.
  • Partner with hiring leaders to design and implement customized recruiting approaches that address complex talent challenges and support long-term business objectives.
  • Build and maintain relationships with internal stakeholders, external talent communities, industry networks, and recruiting partners to strengthen the organization's technical talent pipeline.
  • Mentor recruiters and share expertise in advanced sourcing techniques, technical talent acquisition strategies, and recruiting best practices.
  • Contribute to enterprise talent acquisition initiatives, process improvements, technology enhancements, and organizational recruiting strategies to improve talent outcomes and operational effectiveness.


Job Qualifications

Education
  • Bachelor's Degree or equivalent work experience required. Equivalent experience is defined as 4 years of professional work experience in a corporate environment


Experience
  • 5 years of full-cycle corporate recruiting experience (including executive level recruiting, development of interview, offer and sourcing strategies). Must demonstrate success in filling roles with complex search criteria.
  • 3 years of experience recruiting digital, engineering, information technology, data science, cybersecurity, and/or other specialized technical talent.
  • Experience providing strategic consultation to senior leaders (workforce planning, talent acquisition strategy, labor market conditions).


Skills / Certifications
  • Advanced expertise in technical recruiting, sourcing methodologies, and talent market analysis.
  • Ability to influence hiring decisions and provide consultative guidance to leaders at all organizational levels.
  • Demonstrated ability to identify, engage, and attract passive talent in highly competitive labor markets.
  • Strong business acumen, strategic thinking, and problem-solving skills.
  • Proficiency with applicant tracking systems and recruiting technologies, and ability to leverage recruiting technology to improve recruiting outcomes
