ICF is seeking an experienced Principal Subcontracts Administrator. Recognized as a functional subject matter expert responsible for leading highly complex subcontracting matters involving elevated contractual, financial, operational, regulatory, and reputational risk. Serves as a strategic advisor to business leadership and supports enterprise initiatives, policies, procedures, and best practices.
Primary Responsibilities- Lead development and negotiation of high-value, high-risk subcontract agreements.
- Develop acquisition and subcontracting strategies supporting strategic business initiatives.
- Serve as escalation resource for complex contractual disputes and supplier negotiations.
- Evaluate enterprise-level subcontracting risks and advise management on mitigation strategies.
- Interpret FAR, DFARS, agency supplements, customer requirements, and internal policies.
- Provide guidance regarding CPSR readiness, audit compliance, consent requirements, OCI, supply chain compliance, and socioeconomic obligations.
- Participate in development of subcontract policies, templates, procedures, and training materials.
- Recommend process improvements and automation opportunities.
- Advise Capture and Business Development teams on supplier engagement and subcontracting strategy.
- Mentor Subcontracts staff across multiple levels, and represent the function in governance forums.
Typical Qualifications- 6+ years of progressively responsible subcontract administration experience.
- Extensive federal government contracting experience.
- Demonstrated expertise negotiating highly complex subcontract agreements.

The pay range for this position based on full-time employment is:
$108,006.00 - $183,610.00
