Northrop Grumman Mission Systems (NGMS) is seeking a Principal/SR Principal Project Manager to support the EMW Operating Unit (OU), operating within the Advanced Missions Capabilities Business Unit (BU) in the Airborne Multifunction Sensors (AMS) Division. This position will be located onsite at Pt Mugu, California.

The EMW OU is offering a unique opportunity for employees to jump-start their careers in program management in the Project Management field. This position will serve the Navy's Airborne Electronic Attack Integrated Product Team, providing direct support to the Executive Leadership Team.

What You'll Get to Do:

Serves as liaison between client Program management and planning, technical leads, and functional management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and stakeholder-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving. Potential job duties may also include, but are not limited to:
  • Working side by side with the Program Manager and Integrated Product Team (IPT) leads on all program reporting and executive level presentations.
  • Ensuring that IPT processes and products result in quality, compliant, affordable, and on-time deliverables that achieve customer satisfaction.
  • Supports Risk and Opportunity management of the IPT and program.
  • Ensures implementation of new processes and implements process improvement changes.
  • Creating, maintaining, and updating meeting attendance lists, minutes and rhythm.
  • Capturing, tracking and managing meeting action items to closure.
  • Adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost and schedule control methodologies and tools.
  • Managing Government/Customer supplied property or information (GFE/CFE, etc).
  • Adherence to all internal processes, policies and applicable industry standards.
  • Ensuring IPT understands and adheres to contract scope and manages change through control board activities.
  • Development and adherence to plans and schedules.


This requisition may be filled at either a Principal Project Manager level or a Sr. Principal Project Manager level.

Basic Qualifications for Principal Project Manager Level 3:
  • Bachelor's degree with 5 years' or a master's degree with 3 years of relevant professional experience supporting U.S. Government contracts or project management activities. Additional 4 years of directly related professional work experience may be substituted for a bachelor's degree.
  • Demonstrated use of MS Office Suite applications, including Excel for data analysis, tracking and reporting; Word for formal documentation, PowerPoint for executive and customer/stakeholder briefings, and MS project for schedule development and tracking.
  • Demonstrated experience applying business and financial management principles supporting program or project execution, including cost account management, financial tracking, forecasting or performance reporting.
  • Demonstrated experience coordinating work across multiple internal and external stakeholders, including cross-functional teams supporting project and program deliverables.
  • Experience supporting Risk and Opportunity Management activities, including risk identification, tracking, mitigation planning, or reporting.
  • Experience supporting monitoring and control of program plans, cost and schedule baselines to support contractual requirements and stakeholder expectations/deliverable.
  • Superior attention to detail with focus on customer satisfaction.
  • US Citizenship required.
  • Must have an active DoD Secret clearance or higher (granted or renewed within the last 6 years) to be considered and the ability to obtain special access clearances upon starting.


Basic Qualifications for SR Principal Project Manager Level 4:
  • Bachelor's degree with 8 years' or a master's degree with 6 years of relevant professional experience supporting U.S. Government contracts or project management activities. Additional 6 years of directly related professional work experience may be substituted for a bachelor's degree.
  • Demonstrated use of MS Office Suite applications, including Excel for data analysis, tracking and reporting; Word for formal documentation, PowerPoint for executive and customer/stakeholder briefings, and MS project for schedule development and tracking.
  • Demonstrated experience applying business and financial management principles supporting program or project execution, including cost account management, financial tracking, forecasting or performance reporting.
  • Demonstrated experience coordinating work across multiple internal and external stakeholders, including cross-functional teams supporting project and program deliverables.
  • Experience supporting Risk and Opportunity Management activities, including risk identification, tracking, mitigation planning, or reporting.
  • Experience supporting monitoring and control of program plans, cost and schedule baselines to support contractual requirements and stakeholder expectations/deliverable.
  • US Citizenship required.

Preferred Qualifications:
  • Experience supporting program management, engineering, manufacturing, or supply chain functions within a program or project execution environment.
  • Experience supporting development, production and/or sustainment program lifecycle phases, including planning, execution, or transition between lifecycle phases.
  • Demonstrated proficiency with Microsoft Project for schedule development, tracking or reporting.
  • Current or prior Cost Account Management Certification or equivalent training supporting cost account management or Earned Value Management (EVM) program activities.
  • Experience or formal training supporting EVM activities including cost performance tracking, variance analysis, forecasting, or baseline management.
  • Active Special Access Program (SAP) clearance.

Primary Level Salary Range: $94,200.00 - $176,300.00

Secondary Level Salary Range: $0.00 - $0.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
