About the Role

Our Client is seeking a Principal Business Analyst - Project Controls to lead the organization, development, implementation, maintenance, and accountability of total project controls, financial analysis, and estimating applications. This role provides management with the full capability to plan, schedule, analyze finances, and control costs throughout the life cycle of a highly complex or unique project or program.

Working under limited supervision, this individual performs advanced project controls activities and prepares business/financial plans and reports on a periodic and ad hoc basis.

Key Responsibilities
  • Demonstrate proficient ability in developing cost and schedule baselines, milestone schedules, work breakdown structures, and spend-out plans to establish optimum conditions and effective utilization of resources, equipment, manpower, and funding.
  • Apply advanced project control concepts, providing state-of-the-art technical expertise and leadership in complex, multi-project integrated area analysis and problem correction.
  • Participate in routine project cost and schedule review meetings.
  • Develop and implement a change management system for engineering and construction assigned work scope.
  • Analyze variances in cost and schedule performance against plan; communicate variance drivers and mitigation plans to management.
  • Serve as the key linkage between the Client and the planning process, actively contributing to control of the Client's business unit.
  • Perform financial analysis techniques - variance analysis, statistical analysis, scenario analysis - to support management decisions.
  • Develop and explain costing rates for the budget process; maintain rates in PeopleSoft and analyze pool variances (Assigned Overhead and Service Pools).
  • Perform extensive analysis of business operations to identify funding limitations, execute cost controls, and design integrated financial controls to enhance productivity.
  • Define requirements and develop models for complex business systems; develop test plans; incorporate system enhancements into financial applications; oversee implementation and monitor effectiveness.
  • Initiate and direct special studies; translate management's conceptual goals into actionable operating plans.
  • Prepare comprehensive monthly financial reports, including analyses, forecasts, and spend plans.
  • Provide leadership, technical direction, and training to other Project Controls personnel.
  • Apply working knowledge of CAS/FAR principles.

Work Schedule

40-hour work week. Client utilizes various schedules, including 5/8s, 4/10s, and 9/80s (excluding Client holidays; 30-minute lunch each workday). Overtime may be required at management's discretion to meet deliverables.

Required Qualifications

Education & Experience (one of the following):
  • Master's degree in Business, Construction Management, Technical, Engineering, or related field + 5 years of practical experience
  • Bachelor's degree in the above fields + 7 years of practical experience
  • Associate's degree + 11 years of practical experience
  • High school diploma + 15 years of relevant experience

Experience/Skills:
  • Strong personal computer skills
  • Expert proficiency in automated accounting, cost management, scheduling, and estimating systems
  • Practical experience with Client business systems
  • Comprehensive knowledge of project management and cost/schedule control at the tactical level
  • Knowledge of operations, maintenance, or project startup and construction
  • Primavera and COBRA experience required

Security Requirements
  • Must be able to obtain and maintain a DOE "Q" security clearance
  • Subcontractor personnel must have active eFOCI registration and an approved Facility Level Clearance with DOE/NNSA

Preferred Qualifications
  • Active DOE clearance (L or Q) held within the past two (2) years
