The Opportunity:
A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, userexperienceand compliance, with implementation for the full customer base targeted within eighteen months.
This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover throughhypercare. In this role you will analyze the Federal payroll business rules held in the legacy environment and document them, by pay plan and governing regulation, as the functional baseline the configuration and testing teams build from. Travel up to 25%.
Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires.
Responsibilities:
Analyze Federal payroll business rules within the legacy environment and document them for the target solution
Document pay, leave, deduction and entitlement rules by pay plan, agency and governing regulation
Perform fit-gap analysis between documented business rules and delivered solution functionality
Evaluate legacy customizations and recommend whether each is met through configuration, extension, standard functionality or retirement
Prepare documentation for Government review and obtain concurrence on recommendations
Facilitate requirements sessions and workshops with payroll operations subject matter experts
Analyze agency-specific pay rule variations across the customer base
Develop functional test scenarios and support system integration testing and parallel payroll testing
Qualifications:
Required:
Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
Bachelor's degree and 7 years of relevant experience. Additional experience may be substituted for degree.
7 or more years administering, analyzing or configuring federal payroll, including Title 5 pay administration — General Schedule and locality, within-grade increases, premium pay and its statutory caps, differentials, and FLSA versus Title 5 overtime treatment
Working knowledge of federal benefits and deductions, including retirement coverage and contributions, health and life insurance elections, thrift savings, and garnishments and tax levies
Experience at a federal payroll shared service provider, a federal agency payroll office, or a federal payroll consulting practice
Experience producing business rule documentation, functional specifications or configuration requirements that a build team worked from
Experience determining payroll requirements from statute, regulation and observed system behavior where no requirements documentation existed
All work is performed from within the United States and its territories, from a work location approved in advance by the customer
Desired:
Depth in non-Title 5 and special pay systems — the Federal Wage System, law enforcement availability pay, wildland firefighter pay, pay-banded financial regulators, Title 38, Foreign Service, or transportation security pay
Experience on a federal payroll system migration, replacement or consolidation
Configuration experience on an enterprise payroll engine — Oracle Fusion Cloud Payroll, Oracle E-Business Suite (EBS) Payroll and Oracle Fast Formula, PeopleSoft Global Payroll or Payroll for North America, or SAP Payroll
Ability to read COBOL, JCL or copybook structures, or experience with a non-relational mainframe database
