Job Description

Position Overview

Under minimal supervision responsible for managing the administration of the organization's prime contract and teaming subcontracts, including developing and negotiating contract changes and fee arrangements with teaming subcontractors and with the U.S. Department of Energy (DOE) as delegated. The position provides in-depth functional support, and technical support and guidance regarding the entire prime contracts work process. Serves as a focal point and advisor to the President and Project Manager and the Business Services Director on all contract matters. The specific work assignment may include duties or activities to support management in one or more of the following functional areas, in addition to other duties as assigned:

Functional:
  • Manages the administration of the organization's prime contract
  • Manages the administration of the two Teaming Subcontracts
  • Manages the organizations prime contract deliverables and commitment tracking system
  • Justifies contract cost recovery, develops innovative fee and other related arrangements and conducts prime contract negotiations
  • Leads contract changes to incorporate new scope, budget and fee of additional initiatives
  • Maintains and demonstrates working knowledge of the U.S. government acquisition and procurement environment
  • Provides management direction, communicates best contracting practices/philosophies and recommends negotiation techniques which are in the best interest of the organization and its stakeholders
  • Ensures clear written and oral communication pertaining to contract requirements with stakeholders
  • Provides expert guidance and recommendations to top level organizational management on all business or policy matters pertaining to the prime contract, particularly on sensitive topics involving problem resolution and audit issues
  • Provides a clear focal point for all prime contract-related communications between the organization and DOE, and coordinates closely with the Business Manager
  • Ensures all project deliverables are completed timely and accurately

Minimum Requirements:
  • Master of Business Administration in business or related field or equivalent
  • 10+ years of related experience, or an equivalent combination of education and experience is required
