Full Job Description
Responsibilities

  • Leads the timely development of proposal pricing and cost volume deliverables in accordance with technical, management, and cost specifications of on-contract proposals.
  • Prepares cost reports and presents findings to management, contract personnel, proposal analysts, customer representatives, price auditors, vendors, and subcontractors.
  • Facilitates pricing reviews and provides pricing guidance to proposal and capture teams to ensure that pricing strategy is completed in accordance with disclosure statements.
  • Creates cost/price models for cost estimating elements.
  • Understands various RFP sections such as B, H, L, M, PWS/SOW to effectively work with others and prepare cost/price volumes.
  • Determines material, labor and/or overhead costs relating to contractual efforts.
  • Operates successfully in a fast-paced proposal environment, coordinating and collaborating with geographically dispersed teams, to deliver accurate on-time pricing data and exhibits in compliance with customer Requests for Proposal (RFP).
  • Running and supporting Pricing reviews (Green Teams), proposal tag ups and other color reviews as needed.
  • Collects cost data from program operations representatives, subcontractors, and vendors.
  • Computes cost estimates of raw materials or subcontracted work and labor in close coordination with Basis of Estimate (BOE) subject matter expert (SME) or project manager to ensure compliant BOEs.
  • Manage and coordinate material estimates with internal procurement team.
  • Develop and present cost proposal financial data for review by management.
  • Effective interpersonal (written, verbal, and presentation) skills.
  • Preparers and maintains audit files.
  • Works with Finance to create summary and P&L sheets as needed for executive leadership presentation.
  • Supports audit requests, fact-finding, and negotiation discussions as required.
  • Remains current on Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and contract types, including Firm Fixed Price, Cost Plus, IDIQ and Time and Materials (T&M), and familiarity with a diverse range of customers including, federal and DoD.
  • Works well with various departments and leadership teams, with a collaborative attitude.

Qualifications

  • Bachelor's degree and 5-7 years of relevant experience, MS 3-5 years of relevant experience, or PhD 0-2 years of relevant experience. Additional years of relevant experience or Advanced Degree may be considered in lieu of Bachelor's degree. Degrees in Business or Finance preferred
  • Able to project future revenue and familiar with generating budgets
  • Advanced MS Excel/modeling skills including use of formulas, pivot tables, etc.
  • Ability to comprehend processes and learn new systems and tools
  • Ability to work independently and solve problems
  • Experience collaborating in a team environment, while managing multiple priorities and tasks
  • Experience pricing Federal government procurement
  • Excellent communication skills
  • Ability to adapt to quick paced proposal deadlines

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
