Job Summary **This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. This Preliminary Investigation Intake Supervisor is a three-year, Temporary Unclassified role that exists to develop, lead and oversee the intake and preliminary investigation team, driving improvement, operational change, and the implementation of effective processes for identifying and addressing allegations of fraud, waste, abuse, and error involving health care providers and recipients participating in Minnesota's Health Care Programs (MHCP).
Responsibilities include but are not limited to:
- Ensures accurate and timely triage, case assessment, and referral decisions in alignment with program integrity standards.
- Works independently and exercises significant judgment and decision-making authority outside of routine managerial direction.
- Works closely with data analytics teams and agency leadership to identify trends, evaluate emerging risks, and use data and operational insights to develop, implement, and lead ongoing changes to the team's processes, priorities, and investigative strategies.
- Responsible for advancing new approaches and operational improvements that strengthen the effectiveness, consistency, and responsiveness of the intake and preliminary investigation function. Provides direct supervision to Preliminary Investigators, guiding their work, ensuring consistency and quality in investigative processes, and supporting the effective identification and escalation of potential program violations.

*Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions o
- 100+ hours per year time commitment
AND
Three (3) years of experience conducting claims, healthcare, or human services investigations or audits; monitoring or overseeing publicly funded healthcare programs, including Minnesota Health Care Programs; or administering compliance with and/or enforcement of state and federal laws governing publicly funded healthcare programs, including healthcare fraud investigations; AND
Experience must demonstrate the following:
- Investigative methods, interviewing techniques, and/or investigatory processes sufficient to direct provider investigations and evaluate investigative findings.
- Develop, approve and/or implement policies.
- Direct the development, implementation and/or maintenance of an effective system for analysis of health care provider data.
- Hire employees, assign work, and/or evaluate employee performance to meet program objectives.
Preferred Qualifications - Knowledge of intake processes, triage methods, and preliminary investigative techniques, including the ability to guide staff in reviewing complaints, gathering initial information, and preparing cases for referral.
- Experience managing team members and engaging in performance management-based conversations.
- Use data sources to drive decision making and problem solving.
- Ensure processes consistently align with program integrity requirements, policies, and operational expectations through collaboration with internal and external partners and stakeholders.
- Support the continuous improvement of program integrity policies and practices.
- Understanding of federal regulations, state statutes, and departmental rules, policies, and procedures related to public programs administered by the department.
- Knowledge of DHS systems such as MMIS, MAXIS, and the data warehouse, as well as an understanding of local human services agencies, state welfare systems, and health care delivery systems.
- Experience with the administrative hearing process, including preparation for and participation in hearings and testimony.
- Skills in investigative and interviewing techniques and processes, including the ability to analyze and interpret evidence, data, and investigative findings, and to assess both intended and unintended effects of investigative actions.
- Ability to utilize technical tools and data systems to analyze information and support sound investigative recommendations.
- Make triage decisions on high-volume, high-variability fraud, waste, and abuse complaints, including determining whether cases should be closed, require additional preliminary review, or be referred to full investigation teams.
