Summary
The Preconstruction Manager leads the technical and commercial development of projects from early opportunity assessment through award and handoff to operations. This role is accountable for developing clear scope, reliable pricing, practical execution plans, and a well-understood risk profile so each pursued project is competitive, buildable, and ready for successful delivery. Working across estimating, operations, engineering, procurement, commercial, and business development teams, the Preconstruction Manager converts client
requirements and design information into an integrated project solution.

Key Responsibilities
Estimating & Pricing
• Lead preconstruction and estimating activities for assigned pursuits, from conceptual planning through detailed estimate and final bid review.
• Define project scope, assumptions, exclusions, clarifications, and pricing basis, maintaining alignment among the estimate, schedule, execution plan, and proposal.
• Develop and validate conceptual, schematic, design-development, and detailed estimates using quantity takeoffs, historical data, productivity assumptions, supplier input, and market intelligence.
• Plan and manage subcontractor and supplier outreach, scope coverage, bid leveling, pricing validation, and incorporation of market feedback.
Planning & Constructability
• Coordinate constructability reviews and develop means and methods, site logistics, temporary works concepts, phasing, sequencing, and execution strategies.
• Lead development of pursuit schedules, procurement timelines, and milestone plans in collaboration with operations and scheduling resources.
• Partner with operations to confirm labour, equipment, productivity, crew
composition, site constraints, and resource requirements before price submission.
• Facilitate value engineering and design-assist efforts that improve cost, schedule, safety, quality, or constructability without compromising client requirements.
Risk, Reviews & Handoff
• Identify, quantify, document, and communicate project risks and opportunities; recommend contingencies, allowances, mitigation actions, and commercial qualifications.
• Prepare and lead estimate, risk, constructability, and turnover reviews; obtain required approvals and close review actions.
• Maintain organized, auditable preconstruction records and ensure a complete, timely handoff of assumptions, commitments, risks, estimates, schedules, and procurement status to the delivery team.
• Contribute to estimating standards, cost databases, lessons learned, benchmarking, and continuous improvement across the preconstruction function.
Collaboration & Pursuit Support
• Support technical presentations, client workshops, partner coordination, and proposal development, clearly explaining the basis of estimate and proposed execution approach.
• Collaborate with the Pursuit Manager, when assigned, to ensure the technical and pricing solution supports pursuit strategy, client positioning, proposal requirements, and governance.

Qualifications & Experience
• 5-10 years of progressive experience in estimating, preconstruction, construction operations, engineering, or project management.
• Demonstrated experience developing estimates and execution plans for heavy civil, industrial, infrastructure, or similarly complex construction projects.
• Post-secondary education in construction management, engineering, quantity surveying, or a related field; an equivalent combination of education and experience may be considered.
• Strong working knowledge of construction means and methods, quantity takeoff, productivity, cost modelling, scheduling, procurement, and constructability.

Work Environment
This position is primarily office-based in Burlington, Ontario, with travel to client meetings, partner offices, active construction sites, and prospective project locations as required. Site visits may involve uneven terrain, noise, dust, weather exposure, and required personal protective equipment. Flexible work arrangements, including remote work, may be available in alignment with business needs and the company's remote work policy. Work outside
normal business hours may occasionally be necessary to meet pursuit deadlines.
