Job Description

The Pre-Construction Manager is responsible for leading and managing all activities related to the pre-contract phase of projects. This role is critical in ensuring that bids, proposals, and contracts are developed efficiently, accurately, and competitively. The Pre-Construction Manager will work closely with the business development team, Operational VP's, clients, consultants, and subcontractors to prepare high-quality tender submissions, negotiate terms, and manage risk throughout the pre-contract process. Good understanding of various construction sectors ideal. This individual will provide strategic oversight and leadership to the pre-contract team, ensuring alignment with company goals and client expectations.

Responsibilities

  • Leadership & Team Management:
    Lead, mentor, and develop the pre-construction team, including estimators, Bid Directors, Operational bid support teams, architects, engineers, and subcontractors. Foster a collaborative and productive environment that drives high performance and alignment with company goals.


  • Project Planning & Coordination:
    Oversee the pre-construction process for all assigned projects, ensuring timely delivery of cost estimates, schedules, and design documentation. Coordinate with architects, engineers, and other consultants to ensure that designs meet client requirements, budget, and regulatory standards.


  • Cost Estimation & Budgeting:
    Lead the preparation of accurate, detailed, and competitive cost estimates for all projects. Ensure proper analysis of materials, labor, and other cost components. Review and approve the final project budgets, identifying areas for cost savings and risk mitigation.


  • Risk Management & Value Engineering:
    Identify potential project risks early in the pre-construction phase and develop mitigation strategies. Lead value engineering sessions to optimize design solutions and minimize construction costs without compromising quality.


  • Client & Stakeholder Communication:
    Serve as the primary point of contact for clients and stakeholders during the pre-construction phase. Provide clear, consistent communication on project timelines, scope, and budget. Manage expectations and resolve issues as they arise.


  • Contractor & Subcontractor Coordination:
    Manage the bid process, evaluate proposals, and recommend subcontractors for each phase of the project. Negotiate contract terms and conditions, ensuring all parties understand and agree on scope, deliverables, timelines, and budgets.


  • Scheduling:
    Develop and maintain detailed project schedules, ensuring alignment with key milestones and delivery deadlines. Work closely with internal teams to anticipate challenges and adjust plans as necessary.


  • Compliance & Quality Assurance:
    Ensure that all pre-construction activities comply with local, state, and federal regulations, as well as company safety and quality standards. Verify that all permits and approvals are obtained and that the project is fully compliant with zoning and environmental requirements.


  • Collaboration with Construction Team:
    Facilitate a smooth transition from pre-construction to construction by ensuring all project information is handed over to the construction team. Provide ongoing support to the construction team throughout the execution phase.


Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related field (preferred).


  • Minimum of 10
