Responsibilities

The Sponsor requires a Resource Management Expert to augment its Budget and Planning team overseeing planning, development, and execution of annual budgets and spend plans for a diverse software development and data management element.

The responsibilities of the Portfolio, Performance, and Strategic Planning Officer include, but are not limited to, the following:

  • Provides strategic and programmatic planning and budget support for Office activities.
  • Supports the Office in formulating, justifying, and defending budget builds.
  • Develops and maintains spend plans for future fiscal years.
  • Executes actions to commit, obligate, and expense funds throughout the budget execution year.
  • Reconciles spend plans with actual and planned expenditures and recommends options to address potential over- or under-utilization of resources.
  • Stays current with Sponsor and Directorate Resource Management guidance and assists in creating and maintaining baseline practices and procedures that align with the guidance.
  • Assists personnel in researching and resolving resource and budget issues and questions wherever possible.
  • Prepares supporting documentation for budget exercises, over-guidance, unfunded calls, and reprogramming.
  • Assists with writing congressional language for submission into the Sponsor's program build.
  • Performs short- and long-term financial trend analyses for the Office.
  • Prepares briefings, budgets, and spend plans, in support of programmatic activities.
  • Coordinates and responds to budget requirements and budget taskings.
  • Collaborates with the Directorate's Resource Management Team as required and attends resource meetings.
  • Continually interfaces with executive-level management, including planning, presentation, and briefing of information.

Qualifications

  • Bachelor's degree (or equivalent experience) in quantitative analysis, financial analysis, social sciences, or a closely related field.
  • BS 10-12, MS 8-10, PhD 5-7
  • Knowledge of strategic planning and resource management processes.
  • Knowledge of program planning and execution processes.
  • Knowledge of business resource planning practices and cost analysis methodologies.
  • Knowledge of quality assurance procedures to ensure data integrity and timeliness.
  • Knowledge of economic and accounting principles and practices.
  • Knowledge of program risk assessment principles and processes.
  • Ability to apply analytic, diagnostic, and quantitative techniques sufficient to identify and evaluate interrelated quantitative analytical problems and issues and recommend substantive solutions to managers.

Desired Qualifications:
  • Master's degree (or equivalent experience) in a field related to the position.
  • Minimum of 15 years of experience.
  • At least 3 years of experience in the Intelligence Community.
  • Strong proficiency with Microsoft Excel or similar software.
  • Proficiency with acquisition lifecycle management software.
  • Knowledge of IC strategic planning, resource management, and budget execution processes.
  • Awareness of the Sponsor's programs, policies, and systems.
  • Ability to work in a dynamic and challenging environment.
  • Strong oral and written communication and interpersonal skills.
