The Iowa Department of Health and Human Services is seeking a Population Health Data Analyst as a key member of the Performance team. If you are highly motivated and thrive on collaborating with others, we want you on our team! This role is charged with conducting population health data analyses for focused efforts in HHS. The position will also participate in the design and review of local, regional, and state assessments.
Responsibilities:

This position will work across the HHS as well as with other epidemiologists and data experts within the Performance team. Strong data analysis and written communication skills are critical for this role.
What You'll Do:

This position will also be responsible for setting a standard approach for conducting population health data analyses across HHS. A successful candidate must have knowledge and experience using nationally representative data to describe health and human services issues.
  • Integrate data from multiple sources to perform data analyses on population health topics across the lifespan to draw conclusions from analyses to inform leadership decision making on population health strategies. Apply relationships between surveillance and research and translate findings into how health outcomes in Iowa are impacted.
  • Be able to work quickly and confidently with multiple data sets, statistical tools, and software.
  • Develop visualizations, infographics, presentations, and other communication materials to translate and communicate findings to an overall population health perspective.
  • Evaluate the strengths and limitations of existing population data and communicate this with internal and external stakeholders. Advise data users and leadership on the appropriate use of population indicators.
  • Be a lead expert on national population health data sources. Provide direction on which data source is appropriate to use for analysis.
  • Support data analysis for state health assessment process and state health improvement plan (SHA&SHIP) including the calculation of statistical and epidemiological measures to describe public health problems in terms of magnitude, population, time, and plan.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

a .Two years of full-time work experience in business/data/statistical analytics, economic research, or data science; and
b. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
c. Possession of a professional certificate in data science, business analytics, or data analytics.
3) All of the following (a and b):
a. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1.
