Position OverviewThe Department of Healthcare and Family Services, Division of Child Support Services is seeking a highly qualified and motivated individual to lead our Policy Section in the role of Section Manager. This position requires the ability to monitor and enforce compliance with federal and state laws, rules, and regulations; plans, directs and evaluates the Policy management operations of the DCSS.
The ideal candidate will possess excellent communication skills and possess professional supervisory experience, organizational skills, and the ability to work collaboratively with external operating units and agencies.

Essential Functions- Subject to management approval, serves as Manager in overseeing the Policy Section of the Division of Child Support Services (CSS) Bureau of Policy and Program Support.
- Directs, reviews, and evaluates the development, implementation and coordination of program regulations.
- Serves as a full-line supervisor.
- Reviews, evaluates and assists in the development, coordination and analysis of training done by the Division's Resource Center for CSS staff and others.
- Serves as policy coordinator and liaison with external operating units and agencies in the development and analysis of operating procedures between other units within the Division, the IV-D program and the statewide child support system.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications- Three (3) years of experience developing, monitoring, and evaluating child support operating policies and procedures.
- Three (3) years of professional experience reviewing and analyzing federal and state child support regulations.
- Three (3) years of professional experience directing and evaluating the planning and implementation of enhancements and revisions to program policy and procedures.
- Three (3) years of experience ensuring organizational compliance with federal and state laws, rules, and regulations regarding child support.
- Three (3) years of experience reviewing, evaluating, and assisting in the development, coordination and analysis of training created for division staff.
- Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, conducting performance evaluations, training staff and approving time off.
- Three (3) years of professional experience utilizing statistical analysis to evaluate organizational performance.

- Requires the ability to maintain and utilize state issued equipment such as a laptop.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
