Developing, operating and managing the data center infrastructure and facilities the "right" way is synonymous with ensuring high uptime, capacity availability, flexibility and capital and operational cost efficiency in a safe, healthy working environment. Additionally, it is important to us that we play a positive role in the communities in which we operate our data centers. Meta is seeking a senior, experienced individual to join our data center community development team. This role will serve as the bridge between our policy, communications, and community engagement functions - partnering with site selection, operations, communications, public policy, and sustainability teams to advance community development initiatives and maintain critical stakeholder relationships across Meta's data center regions nationwide. The ideal candidate brings deep expertise at the intersection of policy and communications, with the ability to own and drive multi-market engagement strategies with significant autonomy.

Responsibilities

Develop and execute integrated engagement strategies that align policy positioning with communications narratives across key data center markets
• Create messaging plan and engage with key stakeholders including local and state elected officials, utility providers, economic development organizations, business organizations, non-profit organizations, and community leaders
• Partner with internal teams - including infrastructure, real estate, communications, sustainability, and public policy - to understand company goals and translate them into cohesive community-level engagement plans
• Monitor emerging policy, regulatory, and reputational risks tied to data center siting, permitting, and operations, and develop response recommendations for leadership
• Build key relationships with local and state community partners that help alleviate risks and advance infrastructure development across multiple geographies
• Coordinate messaging, positioning, and engagement timing across internal functions to ensure consistency in how Meta shows up in data center communities
• Contribute to the development of scalable playbooks and frameworks that enable consistent community engagement as Meta's data center footprint grows
• Provide situational analysis and strategic recommendations to senior leadership on stakeholder dynamics, political landscapes, and community sentiment in key markets
• Identify and cultivate external validators and third-party voices that support Meta's data center narrative and community partnerships
• Manage external relationships through engagements, convenings, and media coordination in local markets
• Lead various cross-functional projects related to data center community development as needed
• Travel domestically as needed (up to 50%)

Minimum Qualifications
• 10 + years of relevant experience in public affairs, government relations, communications, community engagement, economic development, or public-facing engagement roles
• Bachelor's degree in public relations, communication, public policy, external affairs, business field, or equivalent practical experience
• Experience operating at the intersection of policy and communications - comfort developing strategy and executing in both domains
• Experience managing complex, multi-stakeholder engagement across multiple geographies simultaneously
• Experience collaborating and building productive cross-functional working relationships with internal and external stakeholders across 3+ teams
• Experience working with highly confidential information and navigating politically sensitive environments
• Experience with local and state policy and legislative processes, including understanding of regulatory and permitting frameworks
• Experience with communication, organizational, and program management skills, with the ability to manage multiple projects independently and drive outcomes without direct authority

Preferred Qualifications
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Experience at a technology company navigating infrastructure siting, expansion, or community relations
• Data center, energy, or large-scale infrastructure development experience
• Background in state/local government, utility regulation, or economic development
• Understanding of energy procurement, grid reliability, and sustainability narratives as they relate to data center operations
• Existing relationships with elected officials, utility providers, or economic development organizations in data center markets
• Master of Public Administration, Master of Public Policy, or Master of Business Administration
