THE POSITIONAs a Policy and Regulatory Manager with the Department of Revenue, you will play a key role in shaping Lottery policies and ensuring regulatory compliance. This position offers opportunities to analyze game materials, support contract oversight and contribute to detailed regulatory development. You will work closely with leadership and legal staff to produce clear, accurate and complete written materials. DESCRIPTION OF WORKThis position supports the development, review and oversight of Lottery game notices, regulations and policy documents to ensure accuracy and compliance. As a Policy and Regulatory Manager, you will perform the following duties:
- Game Review: Draft and evaluate Lottery game notices and descriptions in accordance with statutes and regulations
- Regulation Support: Assist with reviewing and writing regulatory sections for instant, terminal-based and iLottery games
- Contract Oversight: Monitor contract compliance activities and prepare reports and recommendations
- Policy Development: Help draft and update policies, procedures and meeting minutes for committee use
- Legal Coordination: Support responses to Right to Know Law requests and track progress to ensure timely completion
- Agreement Preparation: Review and draft vendor agreements for intellectual property licensing

Work Schedule and Additional Information:- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, two days per week in office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Middletown. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONSMinimum Experience and Training Requirements:- One year as an Administrative Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
- Any equivalent combination of experience and training.
Additional Requirements:- You must possess a Juris Doctorate degree from an accredited law school.
- You must have experience in legal drafting, regulatory interpretation, contract compliance, or policy development.
- You must be able to perform essential job functions.
