DESCRIPTION
Under general direction, plans, assigns, supervises staff performing law enforcement support services; trains staff in work procedures and evaluates performance; maintains confidential and highly sensitive records as related to police activities; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.
DISTINGUISHING CHARACTERISTICS

This class is the first-line non-sworn supervisory level in the Police Support Specialist class series. Duties include supervision, evaluation of work, and office administrative duties in support of the functional area of assignment. Incumbents are expected to exercise initiative and independence in implementing departmental policies, developing effective work processes, and solving operational problems. This class is distinguished from the Administrative Sergeant by the latter's sworn law enforcement status and broader responsibility for supervising both sworn and non-sworn staff. This class is distinguished from the Police Support Specialist by the complexity of the work and having full supervisory responsibility over assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from the Administrative Commander or designee. Exercises direct supervision over Police Support Specialists and other assigned staff.
Essential Functions
Essential and other important responsibilities and duties may include, but are not limited to, the following: Responsibilities and duties may include, but are not limited to, the following:

  • Plans, organizes, assigns, supervises, and reviews the work of staff to ensure that work is completed in a safe and appropriate manner.
  • Participates in the hiring of assigned staff, recommending selection for management approval, and training staff in legal procedures and in specific departmental procedures.
  • Evaluates employee performance, counsels employees, and effectively recommends initial discipline and other personnel decisions; responds to staff questions and concerns; works with department management and staff to build and maintain a high-performing team environment.
  • Responds to questions and complaints from City staff and the public, providing information to ensure understanding of City policies and procedures.
  • May provide input into the development of the operating budget for the assigned area of responsibility; assists in monitoring and tracking expenditures for the section.
  • Types, records, and files various police records, reports, and materials, including warrants, citations, traffic reports, abandoned vehicle reports, criminal and non-criminal reports, and statistical reports.
  • Prepares, approves, and releases records requests, records checks, insurance verifications, and record clearance letters to officers and the general public accordingly.
  • Assists the general public at the front counter; screens office visitors and telephone callers; responds to citizen inquiries and complaints; provides information within the area of assignment.
  • Performs computer duties including entering reports, citations, and other data into the police computer system; performs information searches and retrieval of data for reports and other police related files; distributes data to appropriate officers or agencies.
  • Acts as liaison with the court and other offices requiring the transmission of documents and the coordination of criminal filings and court appearances; provides testimony in court on police records matters; maintains records and tracks such actions.
  • Researches and assembles information from a variety of sources for the preparation of periodic and special reports or the completion of forms; utilizes spreadsheets and makes statistical calculations.
  • Prepares correspondence, reports, forms, receipts, brochures, and specialized documents from drafts, notes, brief instructions, corrected copy, or prior materials.
  • Establishes and maintains office files, following an established filing system; compiles information from such files; purges files as required.
  • Operates standard office equipment, including job related computer hardware and software applications for data entry, facsimile equipment and multi-line telephones; operates a two-way radio or other department specific equipment as needed.
  • Oversees the collection of fees for vehicle releases, vehicle repossessions, report requests, and special events requiring reserve officer training.
  • Attends various meetings as needed.
  • Prepares reports and correspondence and maintains records.
  • Performs other related duties as required.
  • Oversees and coordinates the timely processing of Public Records Act (PRA) requests in accordance with applicable policies, procedures, and legal requirements. Collaborate with City staff and attorneys as needed to ensure accurate, consistent, and legally compliant responses.


Minimum Qualifications
Knowledge of:

  • Principles and practices of employee supervision, including work planning, assignment, review, and evaluation, and the training of staff on work practices and procedures.

  • Record keeping and filing principles and practices.
  • Standard business arithmetic and basic statistical techniques.
  • Techniques for dealing effectively with the public and city staff in person and over the telephone.
  • Functions, principles, and practices of law enforcement agencies, including disbursement records.
  • Applicable laws, regulations, and statutes.
  • Office procedures, methods, and equipment, including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:
  • Establish and maintain self-control in dealing with confrontational or hostile individuals.

  • File alphabetically, numerically, and chronologically.
  • Understand and carry out oral and written directions.

  • Perform basic business math related to accounting for large sums of money.
  • Testify in court or civil proceedings about policy, procedures, or records on file.

  • Respond to complaints or inquiries from internal and external stakeholders.

  • Operate office equipment, including computers and supporting word processing, spreadsheet, and database applications.

  • Interpret and apply applicable laws, codes, regulations, and standards.
  • Plan, organize, and coordinate the work of assigned staff, providing training, leadership, and work direction.
  • Communicate clearly and concisely, both orally and in writing.
  • Prepare clear, effective, and accurate records, correspondence, and other written materials.
  • Write, spell and relay accurate information on incident and accident reports.
  • Organize work, set priorities, meet deadlines, and follow up on assignments.
  • Work well under the pressure of deadlines and in emergency situations.
  • Maintain accurate logs and records of work performed.
  • Establish and maintain effective working relationships with those contacted in the course of work.

MINIMUM QUALIFICATIONS

Education and Experience:

Any combination of experience and training that would provide the required knowledge and abilities may be qualifying. A typical way to obtain the required knowledge and abilities would be:
  • Equivalent to the completion of the twelfth grade.

  • Four years of experience providing office support in a law enforcement and/or criminal records setting at a level equivalent to the City's classification of Police Support Specialist. College-level coursework in office administration or criminal justice may substitute for the experience requirement on a year-for-year basis, to a maximum of two years. Lead or supervisory experience is highly desirable.


Certificates/License:

This position requires the following:

  • For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the City; or the ability to provide suitable transportation to meet the requirements of the position is a condition of continued employment.
  • Completion of a current POST Records course or ability to complete one within one (1) year of hire.
  • Successful completion of required California Law Enforcement Telecommunications System (CLETS) training within the timeframe established by applicable law, regulation, or Department policy.
