GENERAL DESCRIPTIONSThe City of Prineville Police Lieutenant performs professional and administrative law enforcement work in planning, organizing, directing, and supervising assigned Police Department operations and personnel. The Lieutenant reports to and assists the Chief of Police in the administration and management of department programs and activities and is responsible for the effective delivery of police services in accordance with City policies, department procedures, applicable laws, and professional standards.
A Lieutenant may be assigned to patrol, investigations, administration or other operational functions. The position serves as a member of the department's management team and may serve as Watch Commander or Acting Chief of Police when assigned. This is a confidential, managerial position.
A Lieutenant exercises considerable independent judgment in routine operations and emergency situations and is required to respond to significant incidents and emergencies outside normal working hours as necessary, and as directed including weekends and holidays.
ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. The Lieutenant exercises direct supervision over sworn and non-sworn police department personnel. Responsibilities include assigning and reviewing work, scheduling, training, coaching, evaluating performance, addressing employee concerns, and participating in hiring, promotion, discipline, and other personnel actions.
- Assists the Chief of Police with the day-to-day administration and operation of the Police Department.
- Reviews employee performance and participates in recruitment, hiring, promotions, special assignments, discipline, and other personnel matters.
- Responds and assumes command over major crimes, critical incidents and coordinates activities with other law enforcement agencies, fire, medical, and governmental agencies.
- Reviews reports prepared by subordinate personnel for content, accuracy, completeness, and compliance with law and departmental policy.
- Makes recommendations to the Chief of Police concerning departmental policies, activities, accreditation, policy, and personnel performance.
- Establishes and maintains effective working relationships with City officials, employees, other agencies, community organizations, and the public.
- Acts as liaison with the District Attorney's Office and coordinates investigations between that agency and the police department.
- Identify training needs and coordinate required professional development training and mentorship.
- Attend community meetings representing the police department.
- May participate in collective bargaining meetings as assigned by the Chief.
- Assist the public by answering inquiries regarding directions, laws, ordinances, and inquiries concerning departmental activities.
- Assists with public information and media relations as assigned.
- Lead or assist with internal affairs investigations and citizen complaints.
- Address employee concerns and grievances, promote and demonstrate professionalism, accountability, teamwork, and positive employee relations.
- Plan, coordinate, and assist with complex, sensitive, or high-profile criminal investigations.
- Prepare reports, correspondence, analyses, recommendations, and other administrative documents.
- Maintain confidentiality and exercise discretion when handling sensitive investigative, personnel and administrative information.
- May periodically rotate assignments and/or duties based on operational need including duties of a sergeant or police officer when operationally necessary or assigned.
- The Lieutenant may act as a liaison between the on-call Sergeant, other Lieutenant(s), and administrative staff on sensitive incidents listed in our policy to include Use of Force with suspect injury, any officer injury, high liability incidents or incidents that will gain media attention, and sensitive topic incidents to ensure chain of command are advised and aware.
- May assume the role of Acting Chief in the absence of the Chief of Police.
- May perform other duties as assigned.
QUALIFICATIONS & REQUIREMENTS EDUCATION AND EXPERIENCE- Must possess an associate's degree from accredited college or university.
- Must have a minimum of eight years of sworn law enforcement experience, including progressively increasing levels of supervisory responsibility.
- A bachelor's degree and/or military experience is preferred.

SPECIAL REQUIREMENTS/LICENSES- Possess a valid Oregon driver's license with acceptable driving record. (Or the ability to obtain a valid Oregon driver's license within 30 days of hire.)
- Must possess an Advanced Certificate from the Department of Public Safety Standards and Training (DPSST).
- Must be able to obtain a Supervisory Certificate and Management Certificate from DPSST within two years.
- Out-of-state applicants must be eligible for the required certifications in the State of Oregon and currently have comparable certification in current state of residence.
- Demonstrated knowledge in use of computers, radios, and related law-enforcement electronic equipment. Must have demonstrated ability in use of Microsoft Office applications including Word, Excel, Power Point, and Outlook.
- External applicants must successfully pass a thorough background check, drug screen, pre-employment physical and psychological exam.
- Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be considered by the Chief of Police.
SUPERVISION/LEAD WORK EXERCISED This is a supervisory position providing team members with regular feedback on performance, including frequent informal feedback, performance reviews, assisting with professional development, and making recommendations for employee separations, promotions or special assignments. Directly manage all team members, including training, assigning and directing work, evaluating performance, assisting with the disciplinary process, and addressing employee concerns and grievances while adhering to the conditions of the applicable collective bargaining agreement.
