Job Summary:Under the direct supervision of the Chief of Police, the Lieutenant is responsible for providing leadership in management to personnel, direct and indirect supervision of all personnel assigned to Patrol Operations and UPD personnel. The Lieutenant is also expected to assist in managing the Communications Unit and is responsible for providing management and oversight of University camera system and IT-related issues and projects that address public safety concerns and enhance public safety delivery on campus.
The Lieutenant will ensure proper adherence of department's policies by patrol personnel. The incumbent is responsible for the protection of life and property and the enforcement of all pertinent laws within the jurisdiction of the University Police Department, California State University, San Bernardino. The incumbent will also be responsible for special event planning, management and supervision of the K9 unit, motorcycle unit, liaison to allied law enforcement agencies, firearms training, police fleet management, management of university and police public safety cameras, body-worn camera and naloxone programs, and other duties as assigned.
Responsibilities: - Manage and supervise Police and Investigations operations, including the recruitment, hiring, supervision, and monitoring of employees.
- Establish performance standards and prepare employee performance evaluations.
- Oversee overtime, special assignments, work schedules, and daily operational assignments.
- Provide leadership and management for day-to-day departmental operations.
- Ensure compliance with department policies and procedures, collective bargaining agreements, and applicable regulatory requirements.
- Supervise general law enforcement functions, crime-suppression efforts, community-oriented policing activities, the identification and apprehension of violators, and the preparation of court packages.
- Conduct confidential investigations involving serious or sensitive incidents.
- Investigate complaints against employees and ensure adherence to applicable policies and procedures.
- Review activities involving disciplinary matters, pursuits, use of force, and other sensitive issues.
- Initiate corrective action, recommend discipline, and provide oversight for all investigations.
- Develop strategic plans aligned with departmental, divisional, and University-wide priorities.
- Establish and implement goals and objectives that ensure services remain responsive to the needs of the campus community.
- Coordinate the exchange of information with other law enforcement and public safety agencies.
- Oversee planning, deployment, and response efforts for major events, special events, emergencies, and disasters.
- Develop emergency action plans in collaboration with the Emergency Preparedness Manager.
- Ensure the department is prepared to respond effectively to all types of emergencies and disasters.
- Plan, develop, and conduct employee training.
- Ensure staff complete mandatory, regulatory, and professional development training.
- Serve as a mentor to employees, students, and volunteers.
- Maintain required professional credentials and participate in ongoing training and educational activities.
- Manage the Field Training Officer (FTO) programs for Police and Dispatch personnel.
- Serve on University committees and groups as assigned, including the Threat Assessment Team.
- Serve as a liaison with campus departments, external agencies, and members of the surrounding community.
- Encourage and ensure staff participation in campus and community committees and organizations.
- Assist with developing the department's budget and oversee the fiscal management of funds assigned to Patrol, Investigations, Records, and Dispatch.
- Assist with grant development, fundraising initiatives, donation acquisition, and fee-based services that support the Police Services budget.
- Support University-wide advancement efforts.
- Perform other job-related duties as assigned.
Minimum Qualifications: - At least five years of experience at the rank of Sergeant and ten years of law enforcement.
Required Qualifications:- Bachelor's degree in Criminal Justice, Sociology, Psychology, or related field. University law enforcement experience.
Preferred Qualifications:- Master's Degree in Criminal Justice, Sociology, Psychology, or related field. University law enforcement experience.
License/Certifications:- Possess a valid POST Management or Supervisory certificate. Must be able to obtain management POST certification within the first 5 years of employment.
- Possess a valid First-Aid/CPR certification.
- Possess a valid California Class "C" Driver's license prior to appointment and maintain a safe driving record during employment.
- Possess valid California Commission on Peace Officer Standards & Training (POST) Basic & Supervisory certificates (Must provide POST proof of eligibility ibn accordance with SB 2 and SB 960, complaint with California Government Code 1029 & 1031, prior to employment).
Compensation and Benefits:The salary offered will take into account internal equity and experience among other factors.
The anticipated hiring range for this position is $5,053 - $11,223 per month

Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.
