The following book and article will serve as testable material for interview panel questions:Job SummaryUnder administrative direction of the Police Chief, the position of Police Captain manages and coordinates the activities of a major division of the Police Department involving patrol, investigation, or support services activities; assists and participates in the evaluation of departmental problems, policies, and issues; may act on behalf of the Police Chief during absences; and does related work as required.
Examples of Duties Essential Functions - Plans, organizes, develops, coordinates, and directs division operations relating to police patrol, investigations, training, jail, traffic, property/evidence control, record keeping, crime prevention, or community services.
- Participates in the interviewing, selection, training, and evaluation of employees.
- Schedules, assigns, and coordinates division work activities with those of other units, departments, and outside agencies.

Typical Qualifications Required Knowledge Thorough knowledge of modern police administration, organization. and development of personnel and equipment; obligations, responsibilities, functions, and procedures of the Police Department and the limitations upon its authority; modern patrol, traffic, investigative, and management techniques; modern techniques in police handling of juveniles and crime prevention programs; records, communications, identification, and jail procedures and techniques; criminal law, court procedure, rules of related constitutional, legal and court decisions affecting police jurisdiction; police science, personnel administration, training, and modern management practices.
Education: Equivalent to a Bachelor's Degree from an accredited college or university is required. A Master's Degree is desirable
Experience: One (1) year of experience at the rank of Lieutenant with the City of West Covina.
License: A valid California Driver's License.
Supplemental Information Retirement - The employee pays the entire member contribution to the Public Employees' Retirement System. For anyone hired prior to December 19, 2012, the retirement formula shall be 3% at age 50. For anyone hired between December 19, 2012 and January 1, 2013, or having reciprocity with another PERS agency and determined to be new "Classic" CalPERS members, the retirement formula shall be 3% at age 55. For Department Heads hired on or after January 1, 2013, and who are defined as "New CalPERS Members" the retirement formula shall be 2.7% at age 57.
Health Insurance - An amount that when added to the PEHMCA statutory minimum amount is up to the Kaiser Full Family premium rate. If an employee chooses a plan that is less than Kaiser Full Family premium rate (e.g., Blue Shield two party), the amount provided for health insurance through the cafeteria plan will be the PERS statutory minimum plus the additional amount to pay for Blue shield two-party premium rate. If an employee chooses a plan that is more than Kaiser Full Family premium rate (e.g., PERS Care Family), the amount provided for health insurance through the cafeteria plan will be the PERS statutory minimum plus the additional amount to pay Kaiser Full Family premium rate. The employee would pay the additional amount for the PERS Care Family plan premium through a payroll deduction. Effective January 1, 2018, the City's medical contributions will be based on the coverage tier (single, two-party or family) as follows: Effective January 1, 2018, the City's medical contributions will be based on the coverage tier (single, two-party or family) as follows: An employee who selects an Employee Only medical plan will receive a City contribution in an amount that when added to the PEMCHA statutory minimum amount equals the monthly Los Angeles region Kaiser Employee Only medical premium. An employee who selects an Employee plus One medical plan will receive a City contribution in an amount that when added to the PEMCHA statutory minimum amount equals the monthly Los Angeles region Kaiser 2-party medical premium. 6 WE020\065\9916467.v2 An employee who selects an Employee plus Two or More (Family) medical plan will receive a City contribution in an amount that when added to the PEMCHA statutory minimum amount equals the monthly Los Angeles region Kaiser Family medical premium. In the event the Police Officers Association agrees to cap the City medical contribution; such a cap shall also apply to the Police Management Association. An employee who selects a single party plan with a monthly premium of less than $600, will receive the difference between the amount of that premium and $600 in cash. An employee who does not take the City's health insurance and can demonstrate that he/she has health insurance from another source will receive $600.00 per month. Under either of these two scenarios, that amount can be received as cash, placed in the employee's deferred compensation account or used to purchase dental or vision insurance above the amounts provided through the cafeteria plan as described below.
Dental Insurance - A dental program is offered at group rates. The City contributes up to $53.28 per month.
Vision Insurance - The City has a paid vision plan for employees only. Department Heads may enroll eligible dependents at his/her cost.
Life/AD&D Insurance - The City provides term life insurance in the amount of $100,000 while employed, and $100,000 AD&D insurance while on duty, and a post-retirement death benefit of $10,000.
Deferred Compensation - The City shall contribute for each Department Head $300 per month to a deferred compensation plan.
Administrative Leave - Administrative Leave is provided to Police Management employees for the attendance at City Council meetings, community events, special events and the management of police services. A. Management Leave Time for Lieutenants Effective January 1 of each year, Lieutenants will receive 80 hours of police management leave (pro-rata based upon date of appointment). Employees will not be 12 WE020\065\9916467.v2 allowed to cash out or carry over any unused police management leave. Any unused leave will expire at the end of each calendar year. Effective January 1 of each year, Captains will receive 125 hours of Administrative Leave (pro-rata based upon date of appointment). Employees will not be allowed to cash out or carry over any unused Administrative leave. Any unused leave will expire at the end of each calendar year. Employees may submit a request to the City Manager to carry over a maximum of forty (40) hours of unused Administrative Leave to the next calendar year; which must be used within six (6) months. Approval of request are the sole discretion of the City Manager.
Holidays - 5 fixed holidays per year, including 40 floating holiday hours. In addition, City Hall is closed December 24th to January 1st.
Vacation Leave - 80 hours accrued per year and upon completion of 60 months of service, the employees under PMA shall be granted an additional 40 hours. In addition, employees shall be eligible to use up to 40 hours of Floating holiday leave per each calendar year as approved by the City Manager.
Sick Leave - 96 hours accrued per year. There is an unlimited accumulation and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.
Bereavement Leave - Up to 40 hours per occurrence will be available to a Department Head.
Retirement Health Savings (RHS) Plan - The City will contribute $200 dollars per month into an RHS plan for all Department Heads.
Section 125 - The City has established a program consistent with Section 125 of the IRS Code, which enables employees to voluntarily use pre-tax earnings for medical, dental, and dependent care expenses.
Tuition Reimbursement - The City provides a tuition reimbursement program for all regular fulltime employees for continuing job related education.
