The Police Captain oversees Administrative Services and is responsible for the Department's administrative and investigative support functions, including records management, training and accreditation, regulatory compliance, professional standards, investigative services, and community engagement. As a member of the Department's Command Staff, the Police Captain overseeing Administrative Services provides direct staff assistance to the Director of Public Safety/Deputy Chief of Police and works collaboratively with the Captain overseeing Operations to ensure that administrative and field functions operate as a single, coordinated command rather than in silos. The Captain overseeing Administrative Services will interact with all police supervisors and staff at all levels as a facilitator, influencer, and leader of change and will provide critical management, leadership, and a sustained focus on the Department's professional standards and compliance goals. In absence of a superior officer, the Captain of Administrative Services assumes complete charge of the Department until either the Captain overseeing Operations or a superior officer resumes command or otherwise designates.
The Police Captain will provide guidance to police and security personnel and assist in the development and implementation of differential response policies to ensure the safety of the Tufts Community. Provide leadership to make crime prevention and community building the focus of department operations, accompanied by an institutionalization of the philosophy and operational model of team-based community policing. The Captain overseeing Administrative Services will provide critical management and leadership and a sustained focus on the department's diversity goals.
In partnership with the Captain overseeing Operations, the Captain of Administrative Services will ensure that department personnel and operations meet all state standards for police training and certification as established by the POST Commission (POST-C), the Massachusetts Police Training Committee (MPTC), and the Massachusetts Police Accreditation Commission (MPAC). The Police Captain overseeing Administrative Services will serve as the Department's designated Civil Rights Officer. The Department's Captains jointly provide recommendations for budget expenses and submission to senior leadership within the department for review and approval. The Captain overseeing Administrative Services will be responsible for the management of police records, fingerprints, and criminal investigations, as well as, managing the department's Training and Accreditation Lieutenant in ensuring compliance and assessing departmental training needs and employee development programs for all personnel.
- The Police Captain overseeing Administrative Services performs complex administrative and technical functions and directs, trains and supervises subordinate personnel under their command, including the Training and Accreditation Lieutenant, Investigative Services, and Community Engagement Unit. The nature of work involves considerable decision-making, initiative, and independent judgment in conformity with agency objectives, standards, rules, policies, procedures, and law. Manages the maintenance of complete police records, including general correspondence, statistics, criminal investigations, and other typical department records. Serves as the Department's Civil Rights Officer and liaison between the department and our community on all aspects of civil rights including, but not limited to, the awareness, detection, prosecution, and proper reporting of hate crimes and all constitutional deprivations. Develops policy. Focuses on developing effective diversity strategies that both improve organizational effectiveness and build strong relationship with diverse populations.
- In collaboration with the Captain overseeing Operations, ensures all Department operations comply with rules and regulations for police training and certification as established by the MA POST Commission and MA Police Training Commission, as well as the ongoing re-evaluation process for accreditation. At the direction of the Director of Public Safety or the Vice President for Public Safety, and in collaboration with the captain overseeing Operation, conducts serious misconduct investigations, as well as personnel, and special investigations. Manages the department's compliance with the Clery Act, reviews CSA reports and participates in annual CSA training, Clery crime data collection, and the publication of the University's Annual Security and Fire Safety Report (ASR). Maintain oversight of felony reporting, National Incident Based Reports Systems (NIBRS) Special State Police Officer (SSPO) requirements.
- The Captain of Administrative Services will demonstrate knowledge and techniques utilized in responding to critical incidents, including techniques for intervention and de-escalation and containment of conditions such as occupying protesters, faculty/student altercations, on/off campus sexual assaults and harassment, domestic violence situations, suicidal threats. They will provide oversight for investigative case briefs and regular updates regarding administrative matters to the command staff. They will have direct oversight of the department's executive protection efforts and continually assess the core duties and services related to specialty security with the aim of preventing incidents through advance planning. They will ensure that the Command Staff is apprised of all potential threat and risk assessments related to safeguarding high profile individuals including recommendations for site and event security.
- Conducts ongoing performance assessments to ensure that performance objectives are achieved and, where applicable, remediation plans are documented and acted upon. Ensure the implementation of comprehensive best practices in investigative procedures and protocols. They will conduct regular audits of the collection, storage of, and security of department evidence. They will ensure the department's Investigative Services maintains compliance with all federal, state and local laws, ordinances, regulations, and department policies and procedures including proper incident documentation. Assists in the professional development of personnel, offering mentoring, guidance, direction, and relevant training to staff under his/her command. Communicates with campus department heads, local, state, and federal officials. Communication with and special projects assigned by the Director of Public Safety and Security/Deputy Chief of Police. Assists with recruitment and hiring.
- Coordinates with the Captain overseeing Operations to monitor and report expenses in order to allow the Director of Public Safety and the Vice President of Public Safety to ensure the best use of department resources. Assists in training program development and provides direction to training personnel. Acts as a resource for new officers delivering training programs. Attends meetings and participates in planning for special events and after-action reviews of significant occurrences.
- Attends in-service and specialized training, provides specialized training when requested, and attends professional development programs as required and prescribed by law, regulation, and the department.
What We're Looking ForBasic Requirements:Knowledge and experience typically acquired by:
- Bachelor's degree and 10 plus years of progressive law enforcement experience, at least 3 of which must have been in a mid-level position (Police Lieutenant) prior to senior leadership (Police Captain, Deputy, Chief).
- Demonstrated success in leading change management efforts preferably using the using the project management body of knowledge. Demonstrated success in working in partnership with a broad array of stakeholders to create, implement, or change programs, polices and/or procedures, etc.
- Demonstrated and on-going self-initiated history of professional development
- Public speaking and presentation skills
- Strong writing and business case development skills
- Thorough knowledge and evidence of training in law enforcement and investigative principles, practices, response procedures, methods and systems; ability to interpret and enforce laws and regulations firmly, tactfully and impartially
- Proficient in use of Microsoft Office suite of business productivity software
- Massachusetts POST Commission Certification
- Massachusetts Peace Officer Standards and Training (POST) Commission- Applicant must be in good standing and fully certifiable Upon Hire and

Preferred Qualifications:- Master's Degree Criminal Justice, public policy, or comparable
- Prior campus law enforcement experience is preferred.
- Specialized training and experience in conducting internal investigations including police misconduct and Use of Force investigations, Sexual Assault investigations, crime scene and evidence collection procedures, Field Training Officer (FTO) and background investigations.
- Knowledge and understanding of the Clery Act, Title IX, and Police Accreditation
- Strong ability to communicate to various constituencies including university officials, staff, students, and the general public in both oral and written form.
- Ability to work collaboratively with state, municipal and federal officials, community groups, and the general public to solve problems
- Experience making arrests and with criminal complaints, writing search warrants, restraining orders, and safety planning for crime victims
- Familiarity and experience with criminal prosecution processes, including collaboration with local District Attorney, discovery production, and court testimony
Pay RangeMinimum $131,100.00, Midpoint $163,900.00, Maximum $196,700.00
Salary is based on related experience, expertise, and internal equity; generally, new hires can expect pay between the minimum and midpoint of the range.
