SAIC has an opening for a PMO Operations & Finance Manager serves as a key leadership role within the Program Management Office (PMO) supporting large-scale, enterprise-wide IT support services contracts.

Reporting directly to the PMO Director, the PMO Operations Manager serves as the operational backbone of the program - driving day-to-day PMO execution, coordinating across all functional leads, task orders, and Government stakeholders, and enabling the Program Directors/Managers to focus on strategic direction, executive engagement, and modernization priorities. This position requires proven experience across project planning and control and variance analysis with a background in Federal procurement. Experience in financial planning and analysis is required. Candidate should be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degree of complexities. Candidate should have experience managing a team and enjoy mentoring and training.

This position is contingent upon contract award and Government approval, as applicable.

Work location will be defined at the Task Order level (onsite / remote hybrid). May require occasional travel to customer site.

Key Responsibilities
• Oversee and coordinate of PMO operations, ensuring consistent performance, compliance, and delivery quality.
• Support the Program Director/Managers in planning, organizing, and directing all technical and management activities across multiple simultaneous task orders.
• Serve as a primary operational liaison with the Contracting Officer's Representative (COR) and leadership.
• Manage escalation procedures, risk identification, and mitigation planning across the program.
• Support Program Director/Managers in cross-cutting contract functions, including subcontractor coordination, communication with Government stakeholders, and administrative/operational support.
• Maintain and update the Program Management Plan (PMP), staffing forecasts, and organizational charts across the life of the contract.
• Lead the day-to-day internal business & financial functions of multiple programs and assist the Program Management team with implementation of long-range financial goals and objectives
• Support the Program Director/Managers in monitoring burn rates for Time & Material (T&M) and Labor Hour (LH) task orders.
• Ensure accurate and timely submission of all contract deliverables, including time reporting, ad-hoc reports, and COR meeting materials
• Coordinate with the Subcontracts Lead to track subcontractor costs, awards, and compliance with FAR/CAS requirements.
• Support procurement actions and management of subcontract dollars in alignment with program objectives.
• Facilitate COR meetings and executive-level briefings as needed.
• Prepare and deliver weekly, monthly, and ad-hoc reports in support of task orders and Government requests.
• Serve as an operational point of contact for cross-functional coordination between PMO functional leads (Finance, Talent Management, Subcontracts, Procurement, FSO/Suitability, and Network Security).
• Interface with program managers, SAIC's finance, accounting, contracts, subcontracts, and procurement organizations, as well as external customers on a daily basis to address operational issues in a timely and effective manner
• Manager should have the ability to complete and/or train junior staff with level of detail required for program deliverables
• Support cash flow improvement initiatives by maintaining detailed, complex invoice backup reports that drive customer invoice approvals
• Prepare and distribute financial information and analysis within required deadlines and ensure that the information provided is concise, relevant, and understandable to assist program management and operation leadership in making intelligent business decisions
• Support development of Annual Operating Plan (AOP), quarterly forecasts, monthly latest revised estimates (LREs), and Estimates At Complete (EACs)
• Participate in the development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances
• Conducts cost, schedule, and contract performance variance analysis
• Submit and maintain purchase requisitions for subcontractors, consultants, and materials; monitoring subcontractor's cost and review/approve of invoices
• Review and support Request for Proposals (RFPs), prepare pricing models and cost analysis
• Establish, maintain, and manage the Earned Value Management System (EVMS) baseline, ensuring alignment between scope, schedule, and cost.
• Analyze cost and schedule performance, including CPI, SPI, variance trends, forecasts, and root cause/corrective action recommendations.

Qualifications

Required Qualifications
• Bachelor's degree from an accredited institution in a Finance or Accounting discipline with fifteen (15) years or more of relevant experience

Required Experience
• Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting- Demonstrate the ability to process and analyze large volumes of data in Excel and consolidate into management level reports
• Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
• Complete understanding of financial analysis such as ROS, ROC, annual operating plans, accounts receivable, and revenue & profit forecasts, as well as an understanding of the preparation of program baseline data, EAC development, and cost estimating/pricing
• Can make decisions using sound judgment while complying with policies, procedures, accounting principles
• Well versed in the entire life cycle of a program from proposal development through contract close out
• Ability to balance long-term thinking with short-term execution
• Strong organizational and communication skills, the ability to perform effectively with competing deadlines
• Proven experience managing projects that utilize Earned Value Management and formal scheduling methods.
• Strong proficiency with project scheduling tools (Microsoft Project)
• Proficient in MS Office Software (Excel, Word, PowerPoint), with advanced Excel skillset
• Ability to prioritize and work without supervision, be persistent in follow-through
• Must be able to multi-task and support program with efficiency and accuracy
• This position requires US Citizenship

• Experience with federal financial reporting tools and labor tracking systems.
• Excellent written and verbal communication skills; ability to prepare executive-level briefings and reports.
• Strong analytical and problem-solving skills with attention to detail.
• Ability to manage competing priorities across a large, geographically distributed workforce.
