Minimum Qualifications Summary

Certification & Education
  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree in a relevant discipline from an accredited institution

Experience Required
  • Minimum three years supporting a program management office, project team, or comparable business operation. Experience with federal programs is preferred.


Job Objective

The Office of Administrative Operations (OAO) of the National Center for Complementary and Integrative Health (NCCIH) requires a contractor to provide Business Analysis and Policy Development Support to NCCIH executive leadership and staff. The Acting Executive Officer will work closely with the Contracting

Officer's Representative (COR) to manage all contract services to ensure successful delivery of high-quality work products and support to meet stakeholder business needs, managing risks proactively and effectively.

Responsibilities
  • Help plan and facilitate needs assessment(s) to evaluate processes, controls, and risks and develop/update process documents as needed.
  • Assess existing policy and identify updates needed as appropriate.
  • Identify and assist in addressing policy needs, development, and/or implementation.
  • Prepare and provide plans to successfully engage staff for outreach and analyses purposes and communicate analyses results to staff when appropriate.
  • Plan and conduct analysis, as needed.
  • Advise on and help gather and implement industry and innovative best practices for implementing scalable portfolio/program/project management.
  • Support NCCIH to identify and recommend training courses that would boost knowledge and expertise on contractor assigned Tasks and Projects.
  • Provide support for meetings as needed, including but not limited to coordinating and setting agendas, coordinating, and developing presentation materials, facilitating discussion, documenting key meeting decisions and takeaways, developing, and facilitating publishing of the post-meeting summary, sending out post-meeting follow-ups, documenting, tracking, and following up on action items discussed during the meetings.
  • Maintain project schedules, action logs, risk registers, staffing records, and deliverable inventories.
  • Track project status, milestones, dependencies, and outstanding decisions.
  • Compile performance information for weekly, monthly, annual, and final reporting.
  • Support qualitative and quantitative analysis of program performance and business needs.
  • Organize records and resources in Microsoft Teams, SharePoint, Smartsheet, and other approved platforms.
  • Monitor assigned actions and coordinate with responsible personnel through completion.
  • Alert project leadership to schedule, staffing, quality, or performance concerns.
