SUMMARY The Plant Project Manager provides technical leadership, project management, and oversight for capital projects and facility improvement initiatives associated with natural gas processing plants, cryogenic facilities, compression stations, dehydration systems, refrigeration systems, and related midstream assets.
This position is responsible for managing projects throughout the full project lifecycle, from concept development and engineering through procurement, construction, commissioning, startup, and project closeout. The Plant Project Manager works closely with Operations, Engineering, Maintenance, Safety, Environmental, contractors, consultants, and other stakeholders to ensure projects are completed safely, on schedule, within budget, and in accordance with Company standards.
DUTIES AND RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. Essential duties and responsibilities include, but are not limited to, the following:
- Manage contractors, consultants, engineering firms, vendors, and Company personnel to safely design, construct, commission, and start up plant facilities and infrastructure projects.
- Lead all phases of project development, including project scoping, feasibility studies, detailed engineering, procurement, bid evaluations, contract administration, construction oversight, commissioning, startup, and project closeout.
- Perform and/or oversee project engineering activities, including equipment sizing and selection for compressors, pumps, heat exchangers, vessels, refrigeration systems, dehydration systems, piping, and associated plant infrastructure.
- Develop and manage project schedules, cost estimates, capital budgets, AFEs, cash flow forecasts, and project execution plans.
- Monitor project expenditures, commitments, forecasts, and schedule performance and communicate project status, risks, and corrective actions to management.
- Evaluate plant operating constraints and develop projects focused on increasing throughput, improving NGL recovery, reducing operating costs, improving reliability, and enhancing facility safety.
- Provide technical oversight for plant modifications, compression installations, equipment upgrades, automation improvements, debottlenecking projects, and facility expansions.
- Coordinate Management of Change (MOC) activities and participate in Process Hazard Analyses (PHAs), HAZOP reviews, and Pre-Startup Safety Reviews (PSSRs).
- Support plant turnarounds, outages, and maintenance projects, including planning, budgeting, contractor management, scheduling, and execution.
- Review PFDs, P&IDs, equipment specifications, plot plans, construction drawings, engineering calculations, and other engineering deliverables.
- Coordinate construction, startup, and commissioning activities to ensure projects meet design specifications, operational requirements, and Company standards.
- Manage project performance against established safety, schedule, budget, quality, and operational objectives.
- Identify project risks and develop appropriate mitigation and contingency plans.
- Coordinate with Operations and Maintenance personnel to ensure effective project handoff, training, documentation, and operational readiness.
- Ensure projects comply with applicable environmental, safety, regulatory, engineering, and Company requirements.
- Maintain accurate project documentation, including drawings, specifications, contracts, schedules, budgets, change orders, and project closeout records.
- Perform other duties and responsibilities as assigned.
QualificationsThe successful candidate should possess strong knowledge and experience in:
- Natural gas processing plant operations and midstream facilities.
- Cryogenic processing systems and NGL recovery.
- Compression, dehydration, and refrigeration systems.
- Process equipment, piping, and related plant infrastructure.
- Engineering design practices and construction management.
- Capital project development and execution.
- Budgeting, forecasting, scheduling, and cost control.
- Contractor and vendor management.
- Process Safety Management (PSM), MOC, PHA/HAZOP, and PSSR processes.
- Reading and interpreting PFDs, P&IDs, equipment specifications, and construction drawings.
- Managing multiple projects and priorities simultaneously.
EDUCATION AND EXPERIENCE - Bachelor's degree in Chemical Engineering, Mechanical Engineering, Petroleum Engineering, or a related engineering discipline preferred.
- Minimum of seven (7) years of experience in natural gas processing, cryogenic plants, petrochemical facilities, refining, or similar industrial facilities.
- Minimum of five (5) years of experience managing capital projects from concept development through construction, commissioning, and startup.
- Experience managing multi-million-dollar capital projects preferred.
- Experience working directly with engineering firms, contractors, equipment vendors, Operations, and Maintenance teams preferred.
- Midstream natural gas processing experience strongly preferred.

WORKING CONDITIONS This position requires work in both office and field environments, including frequent exposure to operating natural gas processing facilities and active construction sites.
Working conditions may include:
- Office environment work.
- Field environment work at operating plants and construction sites.
- Exposure to industrial equipment, noise, weather conditions, and active construction activities.
- Frequent field visits to project and operating locations.
- Up to 25% overnight travel may be required.
- Ability to lift and carry up to 50 pounds, with or without reasonable accommodation.
